With The High Million-Dollar Investment In The New Electric Car Factory, Ceará Can Leverage Its Local Economy Creating Jobs And Income!
Ceará is going to make history with the arrival of a new factory in Brazil! It was announced last Friday (9) that the new Automotive Industrial Hub will be established in the state of Ceará, in Horizonte, Metropolitan Region of Fortaleza. The investment is estimated to be around R$ 360 million in total for the new electric car factory, generating approximately 255 direct jobs just in the first phase of construction of the hub.
The announcement of the new factory in Brazil was made by Governor of the State of Ceará Elmano de Freitas, directly from the Palace of Abolition in Fortaleza. At the time of the announcement of the new electric car factory and the investment amount, the Vice President of the Republic and Minister of Development, Industry, Commerce and Services (MDIC) Geraldo Alckmin was present.
Together with Alckmin were also the Minister of Education, Camilo Santana, the President of the Northeast Bank (BNB), Paulo Câmara, the Deputy Governor of the State of Ceará, Jade Romero, the state secretary of Economic Development, Salmito Filho, the President of the Ceará Industries Federation (FIEC), Ricardo Cavalcante, in addition to other local authorities and executives from the private sector.

New Factory Arriving In Brazil! Ceará Receives Investment Of R$ 400 Million And Announces The 1st Multibrand Electric Car Unit In The Country
The new factory in Ceará will follow an unprecedented model of multibrand automotive plant in the country. Electric and hybrid cars will be produced on demand. It is estimated that the first vehicles will roll off the assembly line as early as the first half of 2025.
In the first phase alone, about 40 thousand electric cars will be produced, to be distributed to different brands. Speaking of brands, the State of Ceará has agreements with three major global brands, for which six models of electric cars will be produced for the respective global brands.
“Ceará will produce modern vehicles, the most advanced will be produced in the state for more than one brand. The company will invest more than R$ 360 million preparing the unit. We have already had visits from partners, visiting the factory and looking at the lands that interest companies for vehicle production. This project involves a schedule for parts to also be produced in Brazil, with a large part produced in Ceará. We want to transform this area into a major automotive hub in the country,” emphasized Elmano de Freitas.
Installation Of The New Factory In Ceará
To make the project of the new electric car factory feasible, the government of Ceará explained that it was necessary to expropriate the old Troller automobile factory. The area has about 11.89 hectares, located in Catolé, a neighborhood along BR 116. The strategic location of the factory is essential for the development of the production and distribution chain of the cars produced in the hub.
The governor also highlighted that the prospecting of the enterprise was made possible by the Green Mobility and Innovation program, MOVER, developed by the Ministry of Development, Industry, Commerce and Services. Through MOVER, it is possible to secure investment under the terms established by the program’s guidelines.
According to the Vice President of the Republic Geraldo Alckmin, the implementation of a new enterprise strengthens the national industry.
“[In Mover] there are R$ 19.5 billion in financial credit until 2028. And the president signed the provisional measure, here in Ceará, which will bring more predictability and legal certainty for new investments in the automotive hub in Horizonte,” stated Geraldo Alckmin.
The Vice President and Import Director of COMEXPORT, Rodrigo Teixeira, spoke about the benefits for the people of Ceará regarding investments:
“Producing vehicles in Ceará has been a long-standing desire. Today we are experiencing an important day in this journey to have a vehicle 100% produced in Ceará. Brazil today has predictability for the entire automobile industry and the whole mobility ecosystem. It is also important to highlight that Ceará is the perfect place for this type of investment. First, because of the stability we find in this state for making investments. Three years ago we announced a protocol for project development in Ceará, and today we are here,” reported Rodrigo Teixeira.
Economic Development Of The Region
The Government of the State of Ceará and the MDIC also signed a cooperation agreement for the development of Simpacto, the National System of Economy and Impact.
“We want to tackle the two great challenges of our time: reducing poverty and caring for the environment. These are high-impact projects that have a social force to improve people’s lives and help the environment. I have no doubt that Ceará can lead this in Brazil because it has cleaner and renewable energy, and on the other hand, it has the awareness to improve people’s lives and enhance the social area,” said Geraldo Alckmin during his speech at the Palace of Abolition.
The operations management of the new electric car factory will be handled by ADECE (Development Agency of the State of Ceará) together with SDE (Secretary of Economic Development of Ceará). ADECE will also be responsible for operating the Industrial Development Fund, FDI.
“The model of the Automotive Hub in Ceará is a global trend, which includes shared centers, reducing logistics costs and supply chain expenses. What we brought to Horizonte is just the beginning of attracting new companies to the surrounding area,” concluded the president of ADECE, Danilo Serpa.
