Last Wednesday (19), state deputy Elizeu Nascimento (PL) presented a bill that could directly benefit drivers who make round trips on the same day.
The proposal stipulates that vehicles returning through the same toll plaza by 10 PM will be exempt from the second charge.
Savings for Daily Travelers
The parliamentarian’s justification is based on frequent claims from drivers who find it unfair to pay the same toll more than once within a short period of time.
“We have received several requests from drivers who travel in our state. I myself have gone through this situation a few times, where during a simple round trip I ended up paying the toll more than once”, the deputy highlighted.
The measure could have a positive impact especially for professionals who work traveling between municipalities.
According to Elizeu, routes like Cuiabá-Rondonópolis, one of the busiest in the state, end up resulting in a considerable expense on tolls throughout the month.
“If this professional takes this route all month long, the savings will be very significant”, he emphasized.
Who Can Benefit from the New Toll Rule?
If approved, the bill could benefit a large number of freight transport drivers, workers from neighboring cities, students, and even tourists making short trips between municipalities.
Currently, tolls are charged each time a vehicle passes, regardless of the distance traveled or the time elapsed between charges.
With the new proposal, the driver returning on the same day could save up to 50% on toll expenses.
Is the Toll Proposal Already in Force?
Not yet. The bill needs to go through analysis and a vote in the Legislative Assembly of Mato Grosso before it becomes law.
If approved, the state government will need to define how the control of vehicles entering and exiting toll plazas on the same day will be carried out.
Experts point out that implementation may require investments in technology for monitoring passes.
Some possibilities include license plate recognition cameras or an electronic system linked to toll payment.
Impact on the Highway Concession Sector
If approved, the new rule could generate financial impacts for the concessionaires that manage the tolled highways in the state.
Currently, concession contracts establish fixed tariffs based on the volume of vehicles passing through the plazas.
With the exemption of the second charge, the revenue of concessionaires may decrease, which could result in negotiations with the government for contractual adjustments.
However, according to proponents of the bill, the financial impact could be offset by an increase in the flow of vehicles, as more drivers may feel encouraged to travel on tolled highways.
Have Other States Adopted Similar Measures?
In Brazil, some highway concessions already offer progressive discounts for frequent drivers, especially for vehicles registered in automatic payment systems.
However, the total exemption of the second charge for same-day returns is still a novelty.
If Mato Grosso approves the proposal, the state could serve as a reference for other regions to adopt similar measures.

The proposal still needs to go through various legislative stages before it becomes a reality.
The expectation is that, if approved, the state government will set a deadline for concessionaires to adapt to the new rule.
