Pension System Pressured by Increasing Deficit, Demographic Changes, and Uncertainties About Future Payment Capacity

The situation of the Brazilian pension system has moved from being discussed only in technical reports to a crucial space in public debate, precisely because official data show that the system operates under continuous structural pressure. With each new release, the perception grows that demographic, financial, and administrative challenges are accumulating rapidly.

Moreover, experts assert that the pressure tends to intensify as the country ages rapidly while the contributor base grows very slowly. Thus, the question that once seemed distant is now being discussed in conversations among workers, economists, and public managers: in light of so many warning signs, will it still be possible to retire in the future?

This questioning has gained strength because the pension system concentrates some of the most sensitive statistics of the Brazilian state. The number of benefits paid, the growing volume of elderly individuals, and the decline in the birth rate create an environment of uncertainty that demands clear answers and long-term planning.

Official Numbers Reveal Increasing Pressure on the System

The volume of benefits paid by INSS helps to explain the scale of the challenge. According to the Statistical Bulletin of Social Security (BEPS), the country recorded 40,431,862 active benefits in December 2024. These numbers include retirements, pensions, and aids, demonstrating the immense scope of the system.

Furthermore, official announcements from INSS state that there are over 25 million active retirements, over 12 million granted to women. This significant contingent, while representing relevant social protection, also imposes an increasing financial burden on the budget.

Consequently, the pension system has become responsible for a considerable share of public spending. Reports from the National Treasury show that the General Social Security Regime (RGPS) records recurring deficits, precisely because revenues do not keep pace with expenditures. Thus, year after year, the system demands additional resources from the federal government to meet its obligations.

The situation becomes even more complex when considering the demographic structure of the country. Studies from the Institute of Applied Economic Research (IPEA) show that the number of elderly individuals is growing rapidly. Additionally, the institution projects that the total number of pension beneficiaries could double by 2060, reaching approximately 66 million people. Meanwhile, the working-age population grows slowly. As such, the country needs to face a delicate and challenging equation.

Structural Adjustments Face Demographic Limitations

The alert regarding the demographic impact is reinforced by experts in social security and public accounts. They point out that the country is aging more rapidly than other nations that have undergone similar processes. Thus, the Brazilian challenge occurs at an accelerated pace and increases the risks of financial imbalance.

The president of the Federal Court of Accounts (TCU), Vital do Rêgo, drew attention to this problem by publicly stating that the pension system operates like a “bomb that won’t stop exploding”. This statement, made in an interview and reported by media outlets, reinforces the urgency of the debate.

Although the exact number of contributors per beneficiary varies depending on methodology and the period analyzed, authorities agree on one point: the ratio has consistently worsened, compromising the system’s actuarial balance. Thus, even reforms implemented in recent years have not been sufficient to reverse this trend.

Additionally, the pension system needs to deal with distinct regional characteristics. States with higher aging populations concentrate more retirements and face additional challenges related to revenue collection. Therefore, uniform policies do not always yield equivalent results across regions, which necessitates more precise planning aligned with the country’s particularities.

Increase in Benefits Granted Reinforces Need for Modernization

The number of benefits granted annually reveals another relevant aspect. The BEPS shows that, throughout 2024, over 5.3 million new retirements, aids, and pensions were granted. This significant volume, while expected in a populous country, requires high administrative capacity and modern control systems.

Additionally, the INSS faces an increasing demand for the analysis of benefits due to incapacity, such as temporary disability aid. These benefits carry significant weight in the budget and require periodic reviews to ensure that only eligible individuals receive payments.

Thus, the government has expanded auditing actions. Recent reviews have analyzed hundreds of thousands of processes, specifically to prevent undue payments. Therefore, the fight against fraud has become an indispensable component of the pension strategy.

However, experts warn that the technological modernization of the INSS still needs to advance. More efficient data cross-referencing systems could reduce queues, expedite grants, and prevent irregularities. Thus, structural investments are considered essential to improve management and preserve the sustainability of the system.

Pension Model Demands Constant Adjustments

The pension reform implemented in 2019 introduced a minimum age and new calculation rules. Although it contributed to reducing the growth trajectory of expenses, it did not resolve all structural challenges. Segments such as Rural Pension and Military Pension remain under analysis and may require additional revisions.

Furthermore, experts argue that the country needs to strengthen its labor formalization policy. This is important because a large part of the economically active population works informally, which limits pension revenue. As such, policies to encourage formalization have a direct impact on the system’s revenue.

Studies from IPEA indicate that the Brazilian workforce will continue to transform over the next decades. Therefore, the pension system will need to continuously adapt to keep up with these changes and ensure that the rules reflect the economic and demographic conditions of the country.

The Big Question Remains Without a Simple Answer

After analyzing official data, long-term projections, and interviews with authorities, one conclusion stands out: the future of Social Security will depend on complex decisions, precisely because the challenges are multiple and cumulative. The system’s payment capacity will require not only reforms but also changes in the labor market, technological investments, and more consistent demographic policies.

Thus, the debate becomes inevitable. As the number of beneficiaries grows and the contributor base remains limited, Social Security enters a critical zone. Therefore, the question that guides this text remains more relevant than ever: in light of so many simultaneous challenges, will it still be possible to retire in the future?
