Heavy Competitors and Political Concerns Mark Decision and Contract That Will Modernize Brazilian Army Artillery With New Armored Vehicles
On Monday (29), the Brazilian Army Command announced that the Israeli group Elbit Systems was the winner of the international bidding for the supply of 36 combat armored vehicles, in a contract that could reach nearly R$ 1 billion. The competition also included the Chinese Norinco, the French Nexter, and the Czech Excalibur. The new armored vehicles will replace equipment used by the Brazilian ground forces from World War II until the 1970s, according to CNN Brasil.
The Atmos system, manufactured by Elbit and chosen as the most suitable by the Army Logistics Command, has already been exported to several countries. Countries such as Denmark, a NATO member, and Colombia use fifth-generation systems, while earlier versions are in use in Thailand, the Philippines, and Uganda, among others.

Political Issues and the Armored Vehicles Contract
According to information from CNN, there is concern within the Brazilian Army that the choice of Atmos may be influenced by political issues. President Luiz Inácio Lula da Silva (PT) has strongly criticized Israel’s stance in the war against Hamas, leading to a diplomatic conflict with Prime Minister Benjamin Netanyahu’s government.

Brazilian military officials hope that the final decision regarding the armored vehicles will be based on technical and not political criteria. They argue that the Atmos system not only better meets the needs of the force but also offers the best technological offsets.
Price of Armored Vehicles and Signature of the Contract
Each vehicle is estimated at around US$ 5 million. Based on this figure, the total order of 36 units could reach US$ 180 million, approximately R$ 1 billion at the current exchange rate. In addition, the Brazilian Army expects an additional expenditure of 15% to 20% on training and capacity building for its troops to use the equipment, aiming to update and strengthen its artillery systems.
The signature of the contract for the supply of the first two vehicles in a pilot batch may occur as early as May. If this happens, these units are expected to be delivered for testing in 2025.
