In an Auction of Almost R$ 1 Billion, the American Giant Led the Acquisition of Blocks of the Amazon River Mouth, but Now Faces a Legal and Environmental Battle to Drill in Brazil’s New and Controversial Oil Frontier.
The oil exploration auction held in June 2025 reignited the dispute over the Brazilian Equatorial Margin and placed the blocks of the Amazon River Mouth at the center of a billion-dollar battle. The American giant Chevron, in partnership with the Chinese CNPC, emerged as one of the big winners, acquiring nine of these blocks and signaling a strong bet on the region’s potential.
However, the victory in the auction is just the first step of a long and uncertain path. The acquisition of the blocks of the Amazon River Mouth places Chevron at the epicenter of a conflict opposing the promise of a new oil province to severe environmental risks and strong opposition in the courts and society, which may prevent the project from moving forward.
The June 2025 Auction: A Financial Success, but with Concentrated Interest
The 5th Cycle of the Permanent Offering by ANP, held on June 17, 2025, raised a total of R$ 989.2 million in signing bonuses. The market interest, however, was highly selective. Of the 34 blocks sold, 19 were in the Amazon River Mouth Basin.

This basin was the star of the event, accounting for 85% of all revenue raised. The competition was concentrated between two heavyweight consortia: on one side, Petrobras partnered with ExxonMobil and acquired 10 blocks. On the other, the consortium led by Chevron with Chinese CNPC took the remaining 9.
Chevron’s Bet: Why Did the American Giant Invest R$ 350 Million in the Blocks of the Amazon River Mouth?

Certainly, Chevron’s aggressive entry, which alone spent R$ 350 million in bonuses, marks the return of major international oil companies to this frontier. The strategy is clear: secure a foothold in an area that, according to geologists, is analogous to the neighboring Guyana-Suriname Basin, where massive oil discoveries have occurred.
By partnering with CNPC, Chevron shares the high risks and costs of exploration in ultra-deep waters and a politically sensitive environment. The bet is that the potential return justifies the risk.
The Battle in the Courts: The Action that Threatens to Paralyze the Auction
The excitement from the auction, however, is already facing its first major obstacle. Five days before the event, the Federal Public Ministry (MPF) of Pará filed a lawsuit seeking the suspension of the offering of the blocks of the Amazon River Mouth.
The MPF argues that the auction was illegal because it was not preceded by two mandatory studies: an Environmental Assessment of Sedimentary Area (AAAS), which analyzes the impacts across the entire basin, and prior consultation with indigenous peoples and traditional communities that may be affected, as stipulated by law. The action is still ongoing and may annul the auction results.
The “Final Judgment Auction”: The Risks for the Amazon Reefs and Traditional Communities

Opposition to the project is strong and extends beyond the courts. A coalition of NGOs, including Greenpeace and WWF, dubbed the event the “Final Judgment Auction,” warning of environmental risks. The main concern is with the Great Amazon Reef System, a unique ecosystem that could be devastated by an oil spill.
The precedent for this concern is from IBAMA itself. In May 2023, the agency denied the drilling license for Petrobras in a neighboring block, FZA-M-59, citing failures in studies and an unacceptable risk to the environment.
Winning the Auction is Just the Beginning: The Long Road to Drilling
Even if it overcomes the challenges in court, Chevron will still face a long and rigorous environmental licensing process with IBAMA for each stage of the project. Petrobras’s experience shows that obtaining this license can take years and does not guarantee success.
This situation creates a paradox for Brazil. While promoting the exploration of a new frontier of fossil fuels in a sensitive area of the Amazon, the country is preparing to host the UN climate conference, COP30, in Belém. The dispute over the blocks of the Amazon River Mouth is, therefore, a battle that will define not only energy futures but also Brazil’s environmental credibility on the global stage.
