Regulation by the City Hall of Florianópolis Changes Access for Pets on the Beaches of Campeche and Ingleses, Limiting Dog Circulation on the Sand Only Before 9 AM and After 5 PM
A new regulation from the City Hall of Florianópolis has come into effect and is already causing doubts among residents, tourists, and pet owners. The change establishes new rules for the presence of dogs on some of the most well-known beaches in the state capital. From now on, pets are not allowed on the sand between 9 AM and 5 PM on the beaches of Campeche and Ingleses, two popular destinations in the area.
The measure was created with the aim of balancing pet owners’ leisure with the safety, hygiene, and comfort of bathers. Additionally, the rule also seeks to protect the animals themselves, particularly during times of high sun exposure and when visitor traffic is heaviest.
The information was disclosed by the local news portal, highlighting that the regulation is part of an effort by the city to better organize the use of the beaches and avoid conflicts among shoreline attendees.

Permitted Hours for Dogs on the Beaches of Campeche and Ingleses
According to the new municipal regulation, dogs will be allowed to roam in marked and designated areas only before 9 AM and after 5 PM. During the period between 9 AM and 5 PM, pets are prohibited from being on the sand.
The selection of the beaches of Campeche and Ingleses was not coincidental. According to the city hall, these locations have a high tourist flow and a wide stretch of sand, allowing for the creation of specific areas designated for pet circulation.
Thus, outside the restricted hours, pet owners will be able to walk their dogs, provided they adhere to all the rules set forth by the new legislation.
Among the requirements are the mandatory identification of the animal, which must wear a collar containing the name and phone number of the owner. Additionally, the owner must be over 18 years old and carry a current vaccination card for the animal.
These measures aim to increase safety and ensure that the animals are adequately protected against diseases.
Owners’ Responsibilities and Risk of Fines
Another central point of the regulation involves the direct responsibility of owners during walks with their pets.
According to the decree, it is mandatory to immediately clean up after the animal and dispose of the waste in an appropriate location. Failure to comply with this rule may result in fines and other penalties provided for in municipal legislation.
Furthermore, the city hall has established additional restrictions to ensure safe coexistence between animals and beachgoers. Dogs cannot be in heat or pre-heat, and they must also have a history of friendly behavior.
These requirements seek to prevent conflicts between animals and people, especially in areas with high tourist traffic.
Specific Rules for Dogs Considered Dangerous
The decree also includes stricter rules for dogs classified as potentially dangerous.
This classification includes animals trained for guarding, with a history of attacks or that, by their size and behavior, may pose a risk to others.
In these cases, circulation in the allowed areas of the beach — as well as in parks and public streets — will only be authorized when the animal is wearing a muzzle and is being handled by a responsible adult.
Moreover, in other beaches of the capital, the presence of dogs remains completely prohibited, without flexibility in hours or the creation of specific areas.
To guide residents and visitors, the city hall has installed informative signs in the authorized sections of the beaches of Campeche and Ingleses. The aim is to ensure that everyone understands the new rules and that the coexistence among pet owners, bathers, and tourists occurs in a balanced manner.
