The Comperj Is Being Fiercely Contested and Only 4 Companies Remain in the Race to See Who Will Win the Contract in July
Finally, Comperj is in its final stretch, and the press office of UPGN has already announced that out of all the invited companies, only 4 remain in the competition. In July, we will have the final answer on which corporation will win the contract to complete the project.
About 34 foreign companies were invited by Petrobras to participate in the bidding process, but during the fierce elimination process, only 4 remained. This is because these same companies presented the best offers and required certifications. The companies that are in the final stretch are:

BR set a minimum price of 2 billion reais, but this amount will likely be slightly higher, according to calculations by executives responsible for the project. It is worth noting that this project is the only one 100% guaranteed by Petrobras, due to the urgent need to transport the production from the pre-salt area. This project is also part of the state-owned company’s business plan that began in 2017 and ends in 2019.
This news generated a lot of controversy at the time of the announcement of this bidding process because only foreign companies were called, and Brazilian companies did not participate due to many of them being involved in the Lava Jato scandals, even though they would have the expertise to carry out the work. Even so, Pedro Parente, the current president of Petrobras, met with several mayors of the cities that make up the Comperj region, assuring them that it is not a matter of promises; UPGN is necessary and essential for the pre-salt and will happen one way or another.

But despite this preference for foreign companies that received a better classification, one way or another, the association with Brazilian companies will be inevitable, especially since some of them have provided construction services for BR in the past. Engineers familiar with the projects have already stated that this budget of 2 billion reais will not be sufficient, and Petrobras will likely face pressure to increase this amount. The only Brazilian company cleared by the courts and capable of taking on UPGN would be Andrade Gutierrez, but unfortunately, there was not enough time for them to participate in the bidding process. The estimate is that the work will start in the second half of 2017, but there are already discussions about an extended deadline into 2018 because a company has not yet been contracted to process natural gas.
