Agesul’s Road Works Should Boost Infrastructure Investments in MS with New Paving Projects.
The Mato Grosso do Sul works package enters a new phase.
The state government is preparing an additional set of road projects that could reach R$ 2.6 billion in investments, focusing on paving MS highways, expanding the paved network, and strengthening regional logistics.
The Government of the State of Mato Grosso do Sul leads the initiative, while the State Agency for Enterprise Management of Mato Grosso do Sul technically coordinates the actions, following the execution of a broad financing program from BNDES for highways already underway in the state.

Agesul Accelerates Paving Projects in Different Regions of the State
Since August, Agesul has launched 13 bids to hire companies responsible for developing basic and executive projects for Agesul’s road works.
The interventions encompass about 20 municipalities and all regions of Mato Grosso do Sul, reinforcing the structuring nature of the new package.
If all projects advance to the execution phase, the state could gain approximately 605 kilometers of new asphalt.
Based on recent bidding costs funded by BNDES, the government estimates the average investment at R$ 4.3 million per kilometer, totaling R$ 2.6 billion.
Only for the project phase, the government expects to allocate nearly R$ 28 million, the maximum amount stipulated in the bids.
The official expectation is to complete the contracts by March next year.
Major Works Reinforce Integration and Regional Logistics
Among the largest projects in the new Mato Grosso do Sul works package, the paving of 101 kilometers of the MS-340, linking Rio Negro to Bandeirantes, stands out.
The work is expected to reduce the paved distance between the two municipalities by at least 30 kilometers.
Another strategic axis involves the paving of 95 kilometers of MS-447 and MS-345, creating an asphalt link between Aquidauana and the so-called Ponte do Grego, passing through the districts of Limão Verde and Cipolândia.
Part of this corridor was inaugurated this year, on the stretch between Terenos and the bridge.
Additionally, a third project includes 68 kilometers of asphalt along MS-141, connecting BR-267 to the city of Angélica.
Within the same package, 18 kilometers of MS-473 are included, strengthening the link between Angélica and Nova Andradina.
Bioceanic Route Gains New Momentum with Projects in Porto Murtinho
As the works on the bridge over the Paraguay River and the access road in Porto Murtinho progress
Agesul plans the construction of 50 kilometers of highway to the border with Paraguay, crossing over the Apa River.
If executed, the project will be essential to consolidate the bioceanic route, connecting Paraguayan cities to the new Brazilian logistics infrastructure.
However, the state government awaits federal support to enable the bridge over the Apa River, considered essential for the work.
Smaller Projects Also Boost Tourism and Local Economy
In addition to large interventions, the package includes smaller-scale works but with a strong regional impact.
An example is the paving project of eight kilometers linking BR-262 to the district of Piraputanga, a tourist area located along the banks of the Aquidauana River, on MS-450, known as Estrada Parque Palmeiras-Piraputanga.
These initiatives reinforce the strategy of decentralizing investments in MS infrastructure, benefiting both the productive sector and tourism and local mobility.
BNDES Package Continues in Parallel Execution
Alongside the new planning, the works package financed by BNDES continues at an accelerated pace. Since the beginning of the year, 15 bids have already been completed, with most works underway.
The forecast is to deliver 570 kilometers of new asphalt and carry out resurfacing on another 250 kilometers.
Despite this, the 13 new projects from Agesul are not aimed at directly complementing BNDES works, although many deal with the initial stretches of strategic highways.
Road Infrastructure as a Development Axis
With new projects, ongoing works, and expectations of more resources, the Mato Grosso do Sul works package consolidates road infrastructure as one of the main growth vectors of the state.
Thus, the combination of BNDES highway financing, Agesul’s technical planning, and regional logistical integration reinforces the role of roads in the economic and social development of Mato Grosso do Sul.
