Initiative Aims to Promote Digital Inclusion and Democratize Access to Technology with High-Speed Internet in Public Squares and Spaces
The City Hall of Palmas started a Proof of Concept (POC) to evaluate the implementation of free high-speed internet in public places through Starlink, the satellite connection service developed by SpaceX, founded by Elon Musk.
If the initiative is successful, Palmas could be the first Brazilian capital to provide this type of connectivity for the population.
Testing Phase and Service Expansion Plan
The tests are being coordinated by the Municipal Secretary of Urban Planning and the Municipal Agency of Technology (Agtec).

The first location to receive the necessary infrastructure for the free Wi-Fi network will be the Jardim Taquari Square.
The president of Agtec, Fabiano Sousa, informed that the testing phase will last for 90 days, during which the capacity of the infrastructure to meet the demand of users in public spaces will be analyzed.
“This test aims to assess whether the infrastructure can support the demand of users in places such as squares and community spaces.
If the results are satisfactory, we intend to expand the service to other public areas of the city,” stressed Sousa.
This initial phase is crucial, as it will allow identifying any necessary adjustments before large-scale implementation.
Promoting Digital Inclusion and Access to Technology
The initiative to offer free internet is part of a broader effort by the City Hall of Palmas to promote digital inclusion and democratize access to technology.
By providing a no-cost connection, it is expected that students, workers, and residents of the city will be able to use the network for activities such as studying, remote work, leisure, and communication.
Digital inclusion is a fundamental step to reducing social inequalities and ensuring that everyone has access to the information and opportunities available online.
Starlink, known for its low Earth orbit satellite internet, has stood out for its high speed and stability of connection, even in remote regions.
This technology uses a constellation of low-orbit satellites, allowing for lower latency and a more reliable connection compared to traditional satellite internet services.
The use of this technology could mark a significant advancement in urban connectivity and in reducing digital exclusion in the municipality.
Expected Benefits for the Population
With the implementation of free internet, various groups in the population could benefit. Students will have access to online educational resources, facilitating learning and completing school activities.
Freelancers and small business owners will be able to use the network to manage their businesses, conduct video conferences, and interact with clients, which is especially important in a world where remote work has become more common.
Additionally, the population will be able to access public services online, such as scheduling, consultations, and information, making interaction with the government more agile and efficient.
Access to the internet can also encourage cultural and leisure activities, such as video streaming, online gaming, and participation in virtual events, contributing to a more dynamic and connected community environment.
Challenges and Future Considerations
Despite the potential benefits, implementing a free internet service in public places also presents challenges.
Network security will be a significant concern, as open access can facilitate malicious activities.
The city hall will need to establish measures to ensure that the connection is secure and that users’ data is protected.
Another challenge will be the maintenance of the infrastructure and the continuity of the service.
Managing a public network requires resources and planning, and the city hall must be prepared to address issues related to maintenance, technical support, and possible service interruptions.
The Future of Connectivity in Palmas
If the implementation of free internet via Starlink is successful, Palmas will not only become the first capital in Brazil to offer this service, but it may also serve as a model for other cities seeking to improve connectivity for their populations.
The city hall believes that by ensuring access to quality internet, it will be promoting not only digital inclusion but also contributing to the social and economic development of the region.
With this initiative, Palmas positions itself at the forefront of technology and digital inclusion, aligning with global trends in connectivity and accessibility.
It is expected that over the next few months, the city can reap the benefits of this innovative and transformative project.
The experience of Starlink, gained during the testing phase, may serve as a basis for future expansions and improvements, not only in Palmas but in other locations seeking to implement similar solutions for digital inclusion.
