On the night of this past Thursday (10), during a session in the Chamber, federal deputies approved the bill that sets the rates for the Tax on Circulation of Goods and Services (ICMS), a state tax, on operations with fuels (gasoline, ethanol, diesel, gas, and kerosene), valid for any region of Brazil. From now on, the parliamentarians are in the process of analyzing a highlight that could change the final text of the proposal.

The main objective is to reduce fuel prices, such as gasoline, ethanol, diesel, gas, and kerosene. This measure occurred on the same day as the announcement made by Petrobras, where the oil company announced a new increase, now of 18.8% in gasoline and 24.9% in diesel.

If the bill is sanctioned, the rates will be defined annually, both by the States and the Federal District. The duration is 12 months. Currently, the calculation is made based on data collected every 15 days.

Creation Of Assistance For Drivers And Motorcyclists

The proposal was approved in the Chamber of Deputies last year (2021), in mid-October, but the proposal was analyzed by the senators during the morning of this past Thursday. Back in the Chamber, the vote took place a few hours after passing through the Senate floor.

Not long ago, the current president of the Chamber of Deputies, Arthur Lira (PP-AL), publicly challenged the Federal Senate through a demand, where he required senators to be more agile in the voting process of the proposal.

The Senate floor voted on the proposal that creates a type of stabilization fund to curb so many price increases of fuels (gasoline, ethanol, diesel, gas, and kerosene) and also the creation of assistance to help drivers with fuel costs.

According to what is described in the project, individual transportation drivers, such as taxi drivers and app drivers, may receive assistance of up to R$ 300 to cover fuel costs. There will also be assistance of R$ 100 per month for motorcyclists and motorcycle taxi drivers who have a motorcycle of up to 125cc. However, there will be some rules to access the offered benefits. In general, all must have a family income of up to three minimum wages.

Increase In Fuel Prices

On the past Thursday (10), Petrobras announced an increase of 18.8% for gasoline and 24.9% for diesel. This adjustment is already in effect for the price practiced at refineries, but it directly impacts the final value at the pump.

The following day, Friday, 11, the gasoline and diesel price increase began to take effect. In several regions of the country, the price of gasoline reached R$ 8 per liter, something that generated numerous protests from drivers who were outraged upon arriving at stations to refuel.
