On December 16, 2025, in João Pessoa, 27-year-old Andreza Lima dos Santos became the first Brazilian to obtain a Driver’s License through the new digital model, following changes to the rules implemented by the federal government. The document was issued at Detran-PB on Tuesday, and the case was reported on December 19, 2025, as an example of how the process can become significantly cheaper and simpler for those in need of a license.

As a mother of two and a migrant from the countryside to the capital, Andreza reported that she had postponed her desire to obtain a driver’s license for years due to the high costs and time involved in the traditional model. With the new Driver’s License of Brazil, part of the steps was completed via cell phone, without mandatory driving school, and the candidate passed the in-person practical test, marking the first real test of the new format.

First Brazilian to Issue a Driver’s License through the New Digital Model

According to her, “the cost of obtaining a license was very high, and the time was also a burden”, especially for those who need to work every day and have no schedule flexibility.

The change in model, with the creation of Brazil’s Driver’s License, opened the possibility of completing the initial steps directly through the official app, reducing travel and expenses in a short time.

The trajectory of this resident of Paraíba illustrates the public that the government aims to reach with the new Driver’s License: people who already intended to obtain their qualification but were hindered by costs, bureaucracy, and waiting times.

The fact that the first Driver’s License through the new model was issued in Paraíba reinforces the state’s role as a laboratory for the new rules.

How the Driver’s License Was Obtained via Cell Phone in the New Model

In the new model, Andreza completed the first two stages of the Driver’s License of Brazil at home, using her cell phone.

Through the official app, she accessed free theoretical classes and the necessary content to prepare for the test, without the requirement for enrollment in a driving school and without any mandatory minimum hours.

After finishing the theoretical part and obtaining her digital certificate, she contacted Detran-PB to schedule the practical test.

The driving test remained in-person, as did the medical exam and biometric collection, which remain mandatory for issuing the Driver’s License, even in the digital model without driving school.

Andreza passed the practical exam on her first attempt, completing the process with the issuance of the Driver’s License under the new regulatory framework.

For her, “with the new process, much was expedited through the app”, which reduced the need for constant travel and made time management easier.

Driver’s License of Brazil: Government Presence and Rush for Service at Detran-PB

After the signing of the provisional measure that authorized the issuance of the Driver’s License without driving school and the launch of the Driver’s License of Brazil app, there was an immediate reaction in Paraíba.

According to Detran-PB, 14,353 residents of Paraíba have already applied for the issuance of the National Driver’s License through the new model, indicating strong pent-up demand.

The Minister of Transportation, Renan Filho, was personally present at Detran of Paraíba on Tuesday, December 16, 2025, to oversee the implementation of the new procedures and the issuance of Brazil’s first Driver’s License under the new rules.

The visit reinforced the national showcase of Andreza’s case and placed the state agency at the center of the transition to the new system.

For the Ministry of Transportation, the Driver’s License of Brazil is a central piece in the strategy for modernization and digitalization of licensing, focusing on reducing costs, facilitating access, and decreasing bureaucratic obstacles in renewal and issuance of the document.

New Rules for the Driver’s License: Less Driving School, More App, and Savings of Up to 80%

The provisional measure that created Brazil’s Driver’s License redesigned the process of obtaining the National Driver’s License.

The main promise is to reduce the cost of obtaining a Driver’s License by up to 80%, replacing a significant portion of the old model with digital steps and making practical training more flexible.

Among the central changes are:

Classes in driving schools are no longer mandatory.

The theoretical content is available for free via a government app, with no minimum hour requirement.

The student can use a personal car and choose either classes with a Detran-licensed independent instructor or continue with a driving school if preferred.

The minimum practical classes drop from 20 to 2 hours, with an independent instructor or in driving school.

The practical tests remain in-person, as do the medical exam and biometric collection.

Those who fail the first practical evaluation will be entitled to a new test for free.

There is no longer a maximum one-year deadline to complete the licensing process.

In practice, these changes allow the candidate to organize their theoretical preparation at their own pace, use the structure that best fits their financial reality, and reduce the number of in-person visits to service units.

The stated objective is to make the Driver’s License more accessible to those who have always been excluded from the system due to lack of resources.

Automatic Renewal of the Driver’s License and Incentive for Good Drivers

The new design of Brazil’s Driver’s License also significantly alters the renewal process.

The provisional measure provides that the Driver’s License may be renewed automatically and for free, provided the driver meets two requirements: not having committed infractions in the last 12 months and being listed in the National Positive Registry of Drivers.

In these cases, the idea is that a history of good behavior on the road replaces part of the traditional bureaucracy, allowing for simplified renewal without any fee.

The government seeks to use the Driver’s License as an incentive tool for those who respect traffic rules, while simultaneously freeing up capacity for in-person service at Detrans for more complex cases.

Who Benefits from the New Cheaper and Digital Driver’s License

For low-income workers, residents of peripheries, and people with informal jobs, the reduction of up to 80% in the cost of the Driver’s License, combined with free theoretical education through the app, can mean the difference between remaining unlicensed or managing to regularize their driving status.

Professions that rely on cars or motorcycles to generate income are likely to be directly impacted.

In the case of Andreza, a mother of two and a migrant from the countryside, the new Driver’s License of Brazil represented the possibility of finally completing a project postponed due to financial and time difficulties.

Her account summarizes the goal of the public policy: transforming an expensive and time-consuming process into a more accessible and flexible procedure.

At the same time, Detrans and independent instructors will need to adapt to the new framework, which combines physical presence in examinations with heavy digitalization of the training flow.
