Antonio Mamede, CEO of the AMMalls Group, responsible for the project, emphasizes that it was necessary to overcome several challenges, such as the change in the building code legislation that prevented the construction of another facility on-site.
“We appealed to the municipal executive who immediately, understanding the project, the job creation, the improvement of the surroundings, and income generation.”
He sent the bill to the City Hall, requesting the approval of the bill which was processed for 2 consecutive years until its approval in March 2017. The entire board of America, with the support of the AMMalls Group, worked tirelessly for 2 years, resulting in the approval of the complementary law No. 169/17.

“From there, other issues arose and, little by little, together with the entire board of America, we overcame them. We participated again, together with the entire board of America, in the composition and negotiation of part of the main debts of the America club from 2017 to 2019. We were involved with the labor court in the approval of the labor act, negotiating the debts with municipal, federal, and state agencies, in Profut among others.” Highlighted the project’s responsible person.
AMMalls Group Highlights the Obstacles Below:
– It was necessary to request the public authorities who had listed the building as an immaterial heritage of the City in 2011, Mayor Eduardo Paes, and the delisting occurred in 2018, by Mayor Marcelo Crivella.
After completing these stages, we took the project for approval at the Municipal Urbanism Secretariat (SMU), which we achieved in May 2019.
– Moving forward, in June 2019, demolition work on the existing building at the site began. Concurrently with the start of the demolition, we initiated negotiations with some investors, with high expectations for closure, and compliance with the planned timeline for the inauguration to take place in 2024.
– On March 16, 2021, it was necessary to interrupt the demolition due to the global pandemic.
– We resumed demolition only starting in August 2021, after the pandemic. I highlight that the company hired for the demolition encountered serious financial problems, even needing assistance from the AMMalls Group to cover labor expenses. During this period, the entire market, especially in retail, faced serious challenges; it was a tough time for all of us.
– In 2022, we carried out a restructuring of the project and a new consultation was conducted with the City Hall by the architecture team to adapt the project to the new market reality. We identified the need to meet strong demand, including a space for supermarkets, indoor parks, medical clinics, gyms, pet stores, Educational Institutions, among other operators, culminating in an expansion to the basement.
– In 2023 and 2024, the retail sector reacted, and with the restructured project, offering the best solutions in terms of innovation, technology, and sustainability, we returned with the modified project to the market and are currently awaiting final approval from the Municipal Urbanism Secretariat (SMU).
The architect responsible for the design of the Park Shopping America Football Club, Eduardo Mondolfo, is considered the “Pelé of Shopping Malls,” having worked since 1986, and is responsible for more than 65 shopping center architectural projects in Brazil. His team has extensive experience in Shopping Center projects, Institutional Buildings, Residential and Commercial Buildings, Land Planning, and Urban Renewal, working in these various areas by executing projects, providing consulting, and developing coordination.
