After a decade of paralysis, Petrobras announces the resumption of UFN-3 construction in Três Lagoas, with an investment of R$ 3.5 billion. The initiative promises to revolutionize national fertilizer production and offers 4,000 vacancies in a professional training program, aiming to transform the regional economy and reduce dependence on imports.

After more than a decade of interruption, Petrobras announced it will resume construction of the Nitrogen Fertilizer Unit III (UFN-3) in Três Lagoas, Mato Grosso do Sul.

The project, which began in 2011, had been halted since 2015, when it was 81% completed.

Now, according to the RCN67 portal, with an investment of R$ 3.5 billion, the expectation is for the unit to come into operation by 2028.

The investment is not limited to the construction itself, but also includes the creation of a training program that will benefit thousands of people, strengthening the local economy and contributing to the reduction of Brazil’s dependence on fertilizer imports.

According to the cited portal, the strategic location of UFN-3, close to major agricultural hubs and with easy access to essential resources such as natural gas and water, promises to be an important logistical differential.

With the return of activities at the unit, Petrobras aims to more efficiently meet the demand for fertilizers in the states of Mato Grosso, Mato Grosso do Sul, Goiás, Paraná, and São Paulo, regions with a large concentration of agricultural production.

The Resumption of Works: More Than Ten Years of Paralysis

The construction of UFN-3 began in 2011 but was interrupted in 2015 due to financial and administrative issues.

The unit was already 81% completed, but the halt caused equipment and structures to suffer wear over the years, requiring new investments to ensure its completion.

The original project for UFN-3 foresees an annual production of 1.2 million tons of urea and 70,000 tons of ammonia.

These inputs are essential for national agriculture, and the resumption of works will allow Brazil to reduce its dependence on imports of these products, as well as increase supply security.

Petrobras stated in a note that the company is currently in the phase of contracting the remaining scope necessary to complete the construction.

“Petrobras is in the phase of contracting the remaining scope that still needs to be finalized for the completion of the unit”, the company revealed.

The expectation is that the works will resume in the second half of 2025, with total completion of the unit expected by 2028.

According to RCN67, the resumption of activities will have a significant impact on the local economy, in addition to promoting the training of professionals in Três Lagoas.

Strategic Location: Logistical and Operational Advantages

The choice of Três Lagoas for the installation of UFN-3 is not a mere coincidence.

The city is situated in a privileged region of the country, close to major fertilizer consumer centers and with facilitated access to essential inputs, such as natural gas used in the production process, and water necessary for the operation of the unit.

The proximity to Brazil’s main agricultural hubs makes Três Lagoas a logistics point of high relevance.

The production of the unit will be primarily destined for the states of Mato Grosso, Mato Grosso do Sul, Goiás, Paraná, and São Paulo, regions that concentrate the majority of grain and other agricultural product production in the country.

Additionally, the location allows for a reduction in transportation costs and facilitates the distribution of fertilizers to consumer markets.

The operation of UFN-3 will also contribute to job creation and local economic activity, as the production of the unit will meet the growing demand for fertilizers in Brazil, one of the largest agricultural producers in the world.

According to Petrobras, the unit will be a strategic asset for the country and an important step towards ensuring greater autonomy in the production of these essential agricultural inputs.

Training Program and Social Inclusion

In addition to the resumption of works, Petrobras announced, alongside the resumption of UFN-3 activities, the creation of a professional training program in Três Lagoas.

The initiative, called the Autonomy and Income Training Program, aims to qualify up to 4,000 people in situations of social vulnerability.

The program prioritizes training for residents of the region, offering free courses in Initial and Continuing Education (FIC) and technical courses for those who already have a complete high school education.

The program is a partnership between Petrobras, Sesi-Senai, and the Federal Institutes of Education, Science, and Technology.

During training, participants will receive a scholarship, and women with children up to 11 years old will have a differentiated support value.

Furthermore, the training will help meet the growing demand for specialized labor in the oil and gas sector, focusing on the operation of UFN-3 itself and other company projects.

The goal is to promote employability in the region and strengthen social inclusion while contributing to local and regional development.

Training workers is a fundamental action to ensure that the operation of UFN-3 is successful, considering that the construction and operation of large industrial projects require a qualified and well-trained workforce.

According to information from the RCN67 website, the training program also aims to broaden employment prospects in the Boaventura Energy Complex in Rio de Janeiro, one of Petrobras’ units involved in developing energy projects for the future.

Prospects for the Future and Petrobras Investments

The resumption of UFN-3 construction and the training program are part of a larger effort by Petrobras to expand its investments in various strategic areas.

During the Brazil Energy Forum held in Rio de Janeiro, Petrobras’ president, Magda Chambriard, emphasized that the company is accelerating its investments not only in fertilizers but also in refining, logistics, gas, and renewable energies.

Petrobras’ planning up to 2050 foresees a 60% growth in its operations, aligned with Brazil’s economic development.

The company has been focused on enhancing its operations in essential sectors, seeking to contribute to job generation, strengthen the national economy, and promote a more sustainable and resilient business environment.

The completion of UFN-3, along with the increase in fertilizer production, is expected to bring benefits to Brazilian agriculture and ensure greater competitiveness for Brazil in the global arena.

Experts believe that the resumption of UFN-3 construction in Três Lagoas and the launch of the Autonomy and Income Training Program are important milestones for Petrobras and Brazil’s economy.

The project will not only strengthen national fertilizer production but also contribute to social inclusion and the development of new job opportunities in a region strategic to agribusiness.

By reducing dependence on imported fertilizers and promoting local professional training, Petrobras positions itself as an important partner in Brazil’s economic future.
