The Average Price of a Liter of Gasoline in the Country Is 72.4% Composed of Federal and State Taxes and Petrobras’ Share
Through an online platform launched by Petrobras, it is possible for the population to access how fuel prices are composed until they reach the final consumer. According to the company’s page, the average price of a liter of gasoline in Brazil, between May 22 and 28, was R$ 7.25. Of this amount, it is noted that 72.4% corresponds to taxes and Petrobras’ share.
According to the information released, the price of a liter of gasoline is made up of five parts, namely: Anhydrous Ethanol Cost; Distribution and Resale; Federal Taxes; State Tax; and Petrobras’ Share.

Composition of the Final Price of Fuels Is a Major Topic of Interest for the Brazilian Population
Petrobras also stated that the prices charged at its refineries and the average composition of the final price have been published for years by the company, with the latter being a topic of special interest to the general public. Taxes are added at the moment the fuels are sold to distributors, shortly after being produced. The federal tax on gasoline consists of CIDE, PIS/PASEP, and COFINS. The state tax, in turn, corresponds to the ICMS, which is integrated into the price charged at refineries following the tax substitution rule and taking into account the Average Weighted Price to the Final Consumer (PMPF), established by the states.
The ICMS charged on gasoline is variable and depends on each state, ranging from 25% to 31%, with a national average of 24.1%. In this sense, studies show that if there were no taxes on the fuel value, the price of gasoline would be reduced to less than R$ 5.00, which would be much more viable for the population.
The so-called “Petrobras’ Share,” finally, is described by the company as an amount received by it for each liter of gasoline sold, so that the company can continue hiring qualified professionals, using cutting-edge technology, and making many investments to always provide the best for the Brazilian people. Although it may seem high, the share practiced by Petrobras is lower than the values observed in the international market.
The Price of Diesel, Unlike That of Gasoline, Does Not Suffer from Federal Tax Influence
Thanks to the Complementary Law No. 192/2022, which froze federal taxes on diesel until December 31, 2022, no federal taxes are being charged on diesel, unlike what happens with gasoline.
Thus, the price of diesel is composed of four categories, namely: Biodiesel; Distribution and Resale; State Tax; and Petrobras’ Share. The national average price per liter of this fuel is R$ 7.05.
