Targeting Upcoming Pre-Salt Auction, Oil Companies Suggest Creation of Cash Bonuses to Be Given as Credit to Companies Exceeding Local Content
Paraphrasing the surplus from the Onerous Assignment, Petrobras and Shell are suggesting that the ANP make a change to the tender for the 6th round of pre-salt sharing.
The change would involve the inclusion of a bonus if the company exceeds the local content established during the exploration phase, to be credited in national currency in the subsequent development phases.
To safeguard the company in case of block return during the exploration phase, the measure stipulates that the excess value can be used in other blocks at the concessionaire’s discretion.

The Content of the Suggestions
According to Petrobras, the change in the tender rewards the efforts of those who exceed local content and prevents oil companies from stopping purchases from national suppliers when they are in the final modules of exploratory activity, which, according to the Brazilian state-owned company, occurred in previous bidding rounds.
Shell shares Petrobras’s perspective and supports the transfer of surpluses or deficits of local content achieved in contracts.
It is important to remember that these measures were suggested by oil companies due to the public consultation conducted by the ANP regarding the 6th round of pre-salt bidding.
Another company that made suggestions was ExxonMobil, which proposed that Petrobras express its interest in joining the consortium during the public session for presenting offers, in cases where it has the preferential right to act as operator and the surplus in oil for the union exceeds the minimum established in the tender.
Today, May 17, the ANP is holding a public hearing in Rio de Janeiro to discuss all these received suggestions and define how the tender for the 6th pre-salt round will be structured.
The areas offered in this bidding round will include: Aram, Bumerangue, Cruzeiro do Sul, Southwest of Sagittarius, and North of Brava.
