This Tuesday, January 20, Petrobras and Transpetro will sign strategic contracts for the Open Sea Program at an official ceremony scheduled to take place in Rio Grande, Rio Grande do Sul, with the presence of President Luiz Inácio Lula da Silva. According to a statement published by Petrobras itself on Monday (19), the event will bring together federal authorities, company leaders, and representatives of the naval industry to formalize an investment of R$ 2.8 billion, aimed at building new ships, barges, and pushboats.

The expectation is that the contracts will enable the generation of more than 9,000 direct and indirect jobs, in addition to boosting the recovery of the Brazilian naval industry in different regions of the country. The signing will mark a symbolic moment for the energy and logistics sector, consolidating a strategy to strengthen Petrobras’ own fleet.

Open Sea Program Positions Petrobras and Transpetro at the Center of National Logistics

Since the announcement of the project, Petrobras and Transpetro have emphasized that the Open Sea Program is part of a long-term policy focused on operational efficiency, energy sovereignty, and stimulation of the national production chain. The ceremony this Tuesday will reinforce this strategic direction.

The Open Sea Program was structured to promote the renewal and expansion of the Petrobras System fleet, covering coastal shipping vessels, inland navigation, and support for offshore operations. The initiative seeks to reduce dependence on charters, increase logistical control, and enhance efficiency in the transport of oil, derivatives, biofuels, and gas.

With the signing of contracts expected this Tuesday, Petrobras and Transpetro will advance in the execution of a plan that foresees estimated investments of US$ 6 billion between 2026 and 2030. The program includes the construction of new coastal shipping vessels, in addition to barges, pushboats, and the chartering of support vessels, strengthening Transpetro’s presence in different modes.

The strategy is seen as essential to sustain the growth of production and logistical demand in the coming years, especially in light of the expansion of natural gas and the transport of derivatives across the national territory.

Contracts to Be Signed by Petrobras, Transpetro, and Lula

The contracts that will be formalized by Petrobras and Transpetro this Tuesday involve the construction of five gas carriers, as well as 18 barges and 18 pushboats. All vessels will be operated by Transpetro, responsible for the logistics and transportation of Petrobras System products.

The total investment of R$ 2.8 billion is expected to directly impact job creation and regional economic movement. More than 9,000 jobs are expected to be created during the execution of the contracts, considering direct jobs in shipyards and indirect jobs in sectors such as engineering, metalworking, logistics, and specialized services.

Lula’s participation in the event is expected to reinforce the institutional character of the initiative and the federal government’s commitment to reindustrialization and structural investments in the energy sector.

Open Sea Program Vessels Will Expand Fleet and Operational Efficiency

The gas carriers that will be contracted through the Open Sea Program have been selected through an open, international bidding process. The Rio Grande Shipyard, located in Rio Grande do Sul, will be responsible for constructing units for the transportation of Liquefied Petroleum Gas and derivatives.

Vessels with distinct capacities will be produced, allowing greater logistical flexibility for Transpetro. With the incorporation of these vessels, the company’s fleet of gas carriers is expected to increase from six to 14 units, significantly enhancing transportation capacity.

The new vessels are designed to operate with greater energy efficiency, with an expectation of reduced energy consumption and greenhouse gas emissions. They should also be capable of operating at electrified ports, aligning Petrobras and Transpetro’s operations with environmental and sustainability goals.

National Shipyards and Regional Impacts of the Investment

The execution of contracts for the Open Sea Program will involve shipyards located in three Brazilian states, broadening the regional impact of the investments. In Rio Grande do Sul, the Rio Grande Shipyard will be a key player in building gas carriers, reinforcing the revival of a historic naval hub.

In Amazonas, the Bertolini Naval Construction Shipyard in Manaus will be responsible for constructing the barges, strengthening the naval industry in the North Region and enhancing fluvial logistical capacity. In Santa Catarina, the Santa Catarina Naval Industry, located in Navegantes, will be tasked with manufacturing the pushboats.

The distribution of contracts across different regions is expected to stimulate local economies, generate skilled jobs, and strengthen national suppliers linked to the naval construction chain.

Barges and Pushboats Will Expand Transpetro’s Fluvial Operations

The signing of contracts for barges and pushboats will mark the structured entry of Transpetro into inland navigation. The company will begin to operate more robustly in rivers, lakes, channels, and sheltered areas, establishing itself as one of the main operators of the fluvial transport of petroleum derivatives and biofuels.

With a dedicated own fleet, Transpetro will seek to verticalize strategic operations such as bunkering in relevant logistical hubs across the country. This model is expected to ensure greater operational control, cost optimization, and gains in logistical efficiency, enhancing the company’s competitiveness.

The expansion of inland navigation is also expected to contribute to diversifying the Brazilian transport matrix, reducing dependence on road transport and expanding more efficient alternatives.
