Petrobras Is Close to an Agreement with ANP That Will Allow for the Revitalization of the Tupi Field, Enhancing the Country’s Oil Production.

Petrobras is in the process of resolving a long-standing tax dispute with the National Agency of Petroleum, Natural Gas and Biofuels (ANP), which will allow progress on plans to revitalize the massive Tupi field in the Santos Basin. The company’s executive director of exploration and production, Sylvia dos Anjos, stated in an interview that she hopes to resolve this impasse by the end of 2024.

“We expect to resolve this liability this year”, Anjos said.

With the agreement, Petrobras will be able to proceed with a plan that includes drilling new wells and conducting new seismic surveys in Tupi. The company is considering adding a new FPSO-type floating production storage and offloading unit to the field, which could cost up to US$ 4 billion and take years to build. “We will implement a process to extract much more from Tupi. It is a gigantic field”, highlighted the executive.

The Tupi Field Was Essential for Petrobras

The Tupi field was crucial for Petrobras and Brazil, making the country one of the ten largest oil producers in the world in the 2010s and generating hundreds of billions of dollars in taxes. In 2023, Tupi alone surpassed the oil production of countries such as Colombia, Venezuela, the United Kingdom, and Argentina.

Petrobras intends to mitigate the natural decline in Tupi. Daily crude oil production in the field returned to last year’s level in August, reaching 830,000 barrels per day after the end of a planned maintenance.

Financial Compensation for Oil Production

To advance, Petrobras needs to resolve the dispute with ANP regarding the extension of the operating contract in Tupi for another 27 years, until 2064. The issue revolves around financial compensation for oil production: while the company claims Tupi is actually two separate deposits (Tupi and Cernambi), ANP argues it is a single field.

The state-owned company initiated an arbitration process, but both parties are willing to negotiate an agreement. Petrobras and its partners in Tupi have a total of R$ 14 billion in judicial deposits for alleged unpaid special participation fees, according to data from ANP.

As agências de regulação brasileira foram criadas para atrasar e paralisar o processo de desenvolvimento e enriquecimento do país pelos recursos contidos em seu território sempre aguardando um outro ator de fora nessa linha de gestão.
Em suma pensam que não somos capazes de explorar sem poluir ou mitigar.

Sei. O que vc quer dizer é o seguinte: o petróleo é nosso, do sindicato dos petroleiros, afinal nós queremos ganhar R$ 50 mil e o povo que se lasque pagando gasolina e diesel caro. A tradução é essa???
