Reporter of the Proposal Expands Constitutional Protection for the System Amid International Investigations and Political Pressure
The reporter of the PEC for the Central Bank’s autonomy, Senator Plínio Valério (PSDB-AM), confirmed that he will include an amendment to protect the Pix in his opinion, to be submitted in the coming days to the Senate Committee on Constitution and Justice. The change aims to prevent any attempt of political or international interference in the instant payment system, especially in light of recent investigations conducted by authorities in the United States.
The initiative arises after discussions with the federal government, through leader Jaques Wagner (PT-BA), and aims to ensure that the Central Bank is the sole responsible for operating and regulating the Pix, in addition to ensuring its free use for individuals, equal access, efficiency, security, and fraud prevention. The basic text of the PEC, authored by Senator Vanderlan Cardoso (PSD-GO), also expands the financial and administrative autonomy of the Central Bank.
What Does the Amendment to Protect the Pix Propose?
The proposed constitutional amendment stipulates that the Pix be exclusive public infrastructure of the Central Bank, prohibiting the grant of the system to any other entity, public or private. The idea is to elevate to constitutional level the principles governing the Pix, such as:
