Petrobras Starts Operational Tests at GasLub, An Important Step Towards the Startup of the UPGN This Year, Representing the Resumption and Rehabilitation of the Old Comperj, Which Caused Billion-Dollar Losses to Brazilian Society

Good news for Rio de Janeiro, Petrobras announced yesterday (01/31) in a relevant fact that the GasLub Pole, in Itaboraí, has begun receiving natural gas from the pre-salt. This moment represents an important step towards the operation of the Natural Gas Processing Unit (UPGN), still this year.

The start of operational tests at the GasLub Pole in Itaboraí, in the state of Rio de Janeiro, was attended by the President of the Republic, Jair Bolsonaro, and the President of Petrobras, Joaquim Silva e Luna, accompanied by the Governor of Rio de Janeiro, Cláudio Castro, the Minister of Mines and Energy, Bento Albuquerque, and the Mayor of Itaboraí, Marcelo Delaroli, among other authorities.

According to Petrobras’ announcement, the unit will start receiving pre-salt natural gas this year, an important step towards the operation of the Natural Gas Processing Unit (UPGN). It is a symbolic milestone, as it represents the resumption and rehabilitation of the old Comperj, whose construction and promises began in 2006 and resulted in a loss of R$ 28.3 billion for Brazilian society.

After the construction was suspended amid allegations of corruption, Petrobras began tests yesterday morning (01/31) for the start of the first operation supported by integral and responsible investments. With the start of the tests, the GasLub Pole began receiving unprocessed natural gas (rich gas) from the Cabiúnas Terminal.

It is worth noting that when the UPGN is in operation, in addition to receiving pre-salt gas from the Santos Basin, it will also receive gas from other assets using the Integrated Flow System (SIE) via the Integrated Route Project 3 (PIR3).

“More than a set of facilities and processing units, we are dealing with a multi-purpose project of great strategic value for Brazil, which will contribute to greater national energy security,” said Petrobras President Joaquim Silva e Luna. “The natural gas arriving in Itaboraí allows us to envision a promising scenario for attracting petrochemical, steelmaking, fertilizer plants, glass and ceramics factories, among several other industries that will form the long-awaited GasLub Industrial Complex.”

UPGN Will Have the Capacity to Handle and Process 21 Million Cubic Meters of Natural Gas per Day from the Pre-Salt Pole of the Santos Basin

For those who do not know, the entry of natural gas into the GasLub Pole occurs through the Guapimirim-Comperj I gas pipeline (Gaserj) and enables the start of utility systems operations, primarily the Steam Generation and Distribution Unit. These systems will ensure the supply of facilities and equipment necessary for the startup of the UPGN, scheduled for 2022. In addition to the units that are entering the testing phase, the water treatment station, the substations responsible for distributing electricity for the enterprise, the Integrated Control Center (CIC), auxiliary utility systems, and the flare (equipment that burns residual gases) are already operational.

The UPGN is part of the scope of the Route 3 Project, which also includes the pipeline (composed of submarine and land sections) and the infrastructure for operation and control and the utility systems (steam, water, compressed air, power, and others). The project will have the capacity to handle and process 21 million cubic meters of natural gas per day from the pre-salt pole of the Santos Basin. Together, Route 3 and Routes 1 (UPGN Caraguatatuba/SP) and 2 (Cabiúnas Terminal/RJ) – the last two already in operation – will provide a total capacity to handle 44 million cubic meters of gas per day.

According to Minister Bento Albuquerque, the GasLub Pole in Itaboraí “will bring greater energy security for Brazil, as it will increase the capacity to flow pre-salt natural gas, allowing for future reductions in our external dependence on liquefied natural gas.”

The Governor of Rio de Janeiro, Cláudio Castro, emphasized the importance of GasLub for the state. “Generating energy is our natural vocation. Rio de Janeiro is responsible for 63% of the country’s natural gas production, and the partnership with Petrobras at GasLub will enable the implementation of an attractive industrial hub in Itaboraí, encouraging the development of a production chain for materials and equipment in the sector. We are continuing to work to consolidate the state as the main energy hub in Brazil and ensure a more sustainable economy, generating jobs and income for the population of Rio de Janeiro.”

According to Petrobras’ Strategic Plan 2022-2026, the integration of the GasLub Pole in Itaboraí with the Duque de Caxias Refinery (Reduc), for the production of base lubricating oils and fuels, with a projected investment of US$ 1.5 billion, is under evaluation. The construction of a thermoelectric plant at the GasLub Pole is also being studied.
