Giants of the Exam Preparation Sector Like Gran Cursos, QConcursos, and Direção Only Spoke Out Against PEC 32 After Direct Pressure from Millions of Students in 2025

The mobilization surrounding PEC 32, which returned to the agenda of the House of Representatives in 2025, revealed an unprecedented movement: the main exam preparation courses in Brazil only positioned themselves against the administrative reform after intense pressure from exam candidates. The analysis was reinforced by the specialist Mateus Alves, who highlighted the political and economic weight of these courses in the public debate.

According to him, PEC 32 continues to threaten the stability and rights of public servants, even though it has been reintroduced in an updated format. For the students, the absence of positioning from the courses — which thrive off the exam ecosystem and influence millions of candidates — would mean a void in the defense of public service, weakening the resistance in the National Congress.

Who Led the Initial Reaction?

According to the specialist Mateus Alves, the first to institutionally oppose the new proposal was the channel 123 Passei.

This gesture paved the way for other platforms to publicly assume their opposition.

Gran Cursos Online, which had already campaigned against PEC 32 in 2021, reiterated its opposition to the reform.

Subsequently, QConcursos published the impactful phrase “Stability Is Not Negotiable”, while Direção Concursos also declared opposition, even after some of its teachers downplayed the initial impacts of the proposal.

How Much Influence Do Exam Prep Courses Have in Political Debate?

The sector moves billions of reais and mobilizes millions of students on social media, with channels that exceed millions of followers.

For the specialist Mateus Alves, this wide reach makes exam prep courses central actors in the pressure on the National Congress.

The criticism is that, without engagement from the largest institutions, it is unlikely that legislators would feel the necessary pressure to block PEC 32.

This explains why the delayed protest only occurred when the student base intensified direct demands during classes, live broadcasts, and digital forums.

Where Are the Main Points of Tension in PEC 32?

According to the materials already disclosed, the administrative reform maintains public exams and stability but includes mechanisms for mandatory periodic performance evaluations and increases temporary contracts of up to five years.

For specialists, this represents a return to the content of the original PEC 32, albeit with formal adjustments.

The government has been releasing the proposal in “pills,” without detailing whether it will be presented as a PEC or a bill.

This uncertainty heightens tension and complicates organized mobilization, as each legislative model has different approval rites.

Why Did Servir Brasil Lose Its Prominence?

During the processing of PEC 32 in 2021, the parliamentary front Servir Brasil was considered decisive in blocking the proposal.

Now, according to the specialist Mateus Alves, the mobilization has not yet reached the same level of intensity.

There is concern that political alignments with the current government, which leans more to the left, may weaken the resistance, even though the content is similar to that of previous years.

The episode showed that the mobilization of exam candidates can change the stance of the giants in the sector.

The chain reaction — from students to exam prep courses, and then to Congress — could define the fate of PEC 32.

For Mateus Alves, the next step will be to increase pressure on the courses that have yet to take a stand and reinforce direct demands on deputies and senators.

The contest now is between consolidating an administrative reform that alters stability or ensuring that social pressure prevents drastic changes in public service.

And you, do you believe that the pressure from exam candidates can really block PEC 32 in Congress? Or are exam prep courses just reacting to avoid losing credibility with their students? Leave your opinion in the comments — we want to hear from those who live this reality in practice.
