Study Conducted by the Secretary of Economic Development of Rio de Janeiro Was Presented During the Nor-Shipping 2019 Fair in Oslo, Norway.
Survey conducted by the Secretary of Economic Development of Rio de Janeiro, Lucas Tristão, points to a very optimistic scenario for the national shipbuilding industry, after 5 years of crisis.
The main reason for this wave of optimism, according to the secretary, are the auctions that will take place starting this year.
The study points to a need by 2030 for 270 new vessels to support Exploration and Production activities.
The increase in vessels was based on a scenario with 35 floating drill rigs and 50 FPSOs in the country, and would include 200 to assist about 50 FPSOs and 70 to support a projected fleet of 35 floating drill rigs.

The scenario for the state of Rio de Janeiro is quite grand, as it will absorb about 70% of the growth of the offshore fleet in the country: 24 drill rigs, 35 FPSOs, and 189 offshore support vessels.
The Minister of Mines and Energy had already declared such a need due to the auctions. In a recent meeting with a delegation from Angra dos Reis, he stated the demand for 20 FPSOs and that it’s time for the market to prepare.
Today, three rounds of bidding for exploratory blocks are planned, the 16th for concessions, the 6th for production sharing, and the auction for the excess of onerous assignment.
Although the government studies the postponement of one of the auctions scheduled to take place this year, the postponement to next year should not change Lucas Tristão’s study.
The federal government calendar also provides for the holding of two production sharing auctions and two concession auctions between 2020 and 2021.
The Current Fleet Operating in Brazil
The offshore support fleet in Brazil consists of about 370 vessels, including 177 PSVs/OSRVs, 70 LHs/SVs, 48 AHTSs, 25 Crew/FSVs, 16 PLSVs, 12 RSVs, 8 MPSVs, 5 DSVs, 3 WSVs, 2 WIVs, and one Flotel. The data comes from the Brazilian Association of Maritime Support Companies (Abeam) for the month of March.
According to the ANP, there are 144 stationary production units (UEPs) operating in the country. Among them are 80 fixed platforms, 45 FPSOs, 14 semisubmersibles, three FSOs, one TLWP (Tension Leg Wet Platform), and one FPU (Floating Production Unit).
According to data from the Directorate of Ports and Coasts of the Brazilian Navy (DPCMar), there were 39 drill rigs in Brazilian waters in May of this year, with 18 semisubmersible drilling rigs and 15 drill ships, in addition to five jack-up rigs already decommissioned. The number includes contracted and non-contracted units.
