The Price Adjustment for Road Freight by ANTT Occurred After Petrobras Announced a Reduction in the Value of Diesel Twice This Month
ANTT (National Agency for Land Transportation) published in the Official Gazette of the Union (DOU) on Tuesday, 23rd, a new table listing the minimum prices for road freight, with an average reduction ranging from 3.16% to 4%. The negative adjustment in road freight prices by ANTT occurs after Petrobras announced the decrease in diesel prices at two moments this August. The last decrease occurred on the 11th, when there was a 4% reduction (or R$ 0.22 per liter) at the state-run refineries.
According to the law, whenever there is a fluctuation in diesel prices in the national market exceeding 5%, either upwards or downwards, ANTT must publish new freight values.
The National Policy for Minimum Floors for Road Cargo Transportation, for which ANTT is responsible, was enacted in 2018 by the Michel Temer government, shortly after the national truck drivers’ strike that paralyzed the supply of diesel and other fuels in the country.

Road Freight Prices Adjusted by ANTT
For Table A: full truckload road freight. The average reduction of the freight by ANTT was 3.16%. In the case of operations that involve only the hiring of the freight vehicle (Table B), there was an average negative adjustment of 3.51%.
In Table C: full truckload high-performance road freight, the average reduction of freight by ANTT was 3.67%.
And for operations that involve the hiring of only the high-performance freight vehicle (D), the average reduction in the price of freight by ANTT was 4%.
Fuel Prices Such As Gasoline and Diesel Dropped More Than 5% Just in August
Fuel prices of gasoline, ethanol, and S-10 diesel in Brazil decreased by an average of more than 5% just in August, primarily due to reductions in prices at Petrobras refineries in response to a drop in oil prices abroad, according to research published on Friday, 19th, by the regulatory agency ANP.
The agency had not released the weekly survey of prices practiced at gas stations for two weeks due to a cyber attack attempt on its systems on August 4th.
These reductions in gasoline, diesel, and ethanol prices reflect price adjustments made at refineries by Petrobras, with increases of 3.89% and 4.85% for gasoline on July 29 and August 16, respectively; and 3.56% and 4% for S-10 diesel on August 5 and 12, respectively.
Additionally, throughout July, prices were pressured at the pumps by tax reductions, particularly for gasoline and ethanol.
ANP Reinforces Inspection of Diesel Stock in Brazil
As of Monday, 15th, measures from ANP came into effect to increase the inspection of diesel stock in Brazil, given the risk of supply shortages in the second half of 2022.
From now on, producers and distributors in the sector must notify the agency whenever they make new freight contracts, as well as provide data on stocks and imports that are already regularly sent to ANP. The communication will be done through a form sent via email to the ANP.
The distributors must also report any embargo on the purchase of the product, increased risk of imports, setbacks, unforeseen shutdowns of refineries, changes in destination, or any other relevant facts that may impact the supply of S-10 diesel in Brazil.
