If there’s one thing that frightens any immigrant, it’s bureaucracy. And when that bureaucracy involves driving in a new country, the challenge seems even greater. But for Brazilians living in Italy, excellent news has arrived to ease the tension of driving: the Brazilian DL will be officially recognized by the Italian authorities.

The news comes with the approval of Legislative Decree Project (PDL) No. 683/2024 by the Federal Senate, which ratifies the new cooperation agreement between the two countries. The proposal, which is still awaiting promulgation, will allow for the direct conversion of the Brazilian DL to the Italian license, without the need for classes or practical and theoretical tests.

Recognition of the Brazilian DL in Italy: What Is Behind the New Measure

PDL No. 683/2024 updates and replaces a previous agreement that was in effect between 2018 and 2023. In practice, it makes life easier for the over 159,000 Brazilians living in Italy and the 800,000 Italian citizens residing in Brazil. The main objective is to allow for the reciprocal conversion of the Brazilian DL and the Italian license, simplifying the process for licensed drivers in both countries.

This change represents an important step in the bilateral Brazil–Italy relationship, valuing integration and respect for the mobility needs of those who choose to live outside their home country.

How the Process of Converting the Brazilian DL in Italy Works

The new rule is valid for drivers who have a definitive Brazilian DL (the provisional one is not accepted) and who have been residing in Italy for less than six years — that is, the period is counted from the moment the conversion request is made.

In addition, the agreement only covers categories A and B, meaning motorcyclists and passenger car drivers. Holders of licenses for large vehicles (categories C, D, and E) will not benefit from this agreement and will need to follow the normal requirements of the respective countries.

Specific Rules for Brazilians in Italy and Italians in Brazil

Brazilians living in Italy must apply for the conversion of the Brazilian DL with the Motorizzazione Civile, the agency equivalent to the Detran in the country. On the other hand, Italians living in Brazil must carry out the process directly with the state Detrans.

Check the main requirements for the request to be accepted:

  • The DL must be valid and have been issued before the change of residence;
  • The person must be legally residing in the country for less than six years;
  • The minimum age must comply with the destination country’s regulations for each category;
  • A medical certificate proving the driver’s psychophysical ability may be required;
  • Restrictions on the original DL remain in effect after conversion.

Importantly, DLs issued as replacements for licenses from unrecognized third countries will not be accepted. This means that previously converted documents (for example, a Brazilian DL obtained from an Argentine license) may be refused.

Licenses Covered and Important Exceptions

The treaty is clear: automatic conversion is only valid for drivers of categories A (motorcycles) and B (automobiles). Drivers with DLs from categories C, D, and E — larger vehicles like trucks and buses — remain subject to local requirements, which include training courses and specific exams.

This limitation aims to ensure traffic safety in both countries, as control over drivers of large vehicles tends to be stricter internationally.

Why the Agreement Is Considered an Advance for Brazil-Italy Relations

The approval of the new agreement represents a real advance for the mobility and integration of immigrants. For those living away from their home country, being able to drive without fear of penalties or the obligation to repeat the entire licensing process is an important victory — and, for many, a facilitator of opportunities in the job market.

Additionally, the measure strengthens diplomatic ties between Brazil and Italy, countries historically connected by strong migratory and cultural ties. It is estimated that more than 30 million Brazilians have some Italian ancestry, and many live or plan to live in Italian territory.

The officialization of the conversion of the Brazilian DL shows respect for this reality and acknowledges the right to mobility in a practical and accessible manner.

From the time of promulgation, the new agreement will bring legal security and autonomy for thousands of people who, until then, faced bureaucratic and financial barriers for something as basic as driving.

The recognition of the Brazilian DL in Italy is a step that facilitates daily life, shortens distances, and reinforces citizenship in practice. And, more than that, it shows that international agreements can — and should — be built with a focus on the real lives of people.
