New Regulation Transforms The Reality Of The Road Freight Transport Sector In Brazil
The recent presidential approval of Provisional Measure 1153, which now assumes the identity of Law 14.599/23, marks a revolutionary milestone for over 900,000 independent truck drivers and for the companies responsible for transporting 60% of goods in the national territory.
This new legislation offers several benefits to the category, among which stands out the opportunity for truck drivers to receive freight payments through the Central Bank’s instant transaction system, PIX.
The PIX And Truck Drivers: Modernization Of Payments
Article 22-B of the recent law stipulates that Electronic Freight Payment Institutions (IPEF) must provide an instant payment method, following the Central Bank’s model. This means that the account provided by the IPEFs to independent truck drivers must, by law, enable transfers via PIX, allowing drivers to manage their money more autonomously and immediately.

Furthermore, Law 14.599 returns to these professionals a prerogative that was taken away 15 years ago: the autonomous choice of cargo insurance. Previously, the insurance was contracted by the shippers, with the cost deducted from the freight. Often, the policies only protected the cargo, leaving truck drivers and transport companies without coverage.
This practice, considered abusive even by the United Nations Conference on Trade and Development (UNCTAD), gave way to the resumption of decision-making power for truck drivers and transport companies in choosing the insurance. The new law also prohibits shippers and transporters from deducting the insurance cost from the freight paid to independent drivers.
The Victory Of Truck Drivers: Toward Professionalization Of The Sector
“All these achievements are a significant boost for the professionalization of the road freight transport market in Brazil, providing protection for truck drivers and encouraging the formalization of operations”, states Felipe Dick, CEO of Roadcard, the largest IPEF in Brazil.
He emphasizes that the approval without vetoes of this new legislation was made possible thanks to the tireless work of various organizations, alongside the Legislative and Executive branches, in defense of the road freight transport sector.
Anna Miranda, Director of Innovation, Products, and Marketing at Roadcard, highlights that the company was already prepared for this change. “Even before the law was enacted, we were already offering the option of payment via PIX, as we have always prioritized the truck driver’s freedom of choice, whether with deposits in their own checking account or in Pambank, the digital account of Pamcard”, concludes the executive.
