On December 15, 2025, the City Hall of Rio das Ostras officially announced the launch of a pilot project aimed at offshore qualification, initially focusing on training ROV (Remotely Operated Vehicle) pilots. The initiative, carried out in partnership with the company Oceânica, aims to facilitate the insertion of workers into the job market in the oil and gas sector, addressing a growing demand for specialized professionals in offshore activities.
Rio das Ostras Invests in Offshore Qualification as a Development Strategy
The launch took place at the Qualification Center of the Special Business Zone (ZEN), a strategic space for the economic development of the municipality. The project includes the creation of a structured service to the companies established in the ZEN, directing specific training to real job openings. About 15 companies have already expressed interest in participating in the initiative, highlighting the potential for job creation and strengthening the local productive chain.
The new initiative may transform Rio das Ostras into a regional hub for professional training focused on the energy sector. The municipality, which has strong ties to the oil and gas industry due to its proximity to the Campos Basin, seeks to broaden local access to the opportunities generated by the offshore market.

ROVs, or remotely operated vehicles, are essential equipment for underwater operations. They perform inspections, maintenance, and interventions on pipelines, metal structures, and production systems for oil and gas, especially on offshore platforms.
Currently, the job market faces a shortage of qualified ROV pilots. This is a technical function that requires specific knowledge, practical training, and mandatory certifications.
For this reason, the training of ROV pilots was defined as the first focus of the offshore qualification launched in Rio das Ostras. The choice is strategic and responds to a real demand from companies in the sector, which often need to seek professionals outside the region.
Rio das Ostras Qualification Center Will Be an Offshore Technical Reference
The Qualification Center of Rio das Ostras, located in the Special Business Zone, will be the main venue for the courses. The location already has a relevant history in professional training and is now resuming a central role in strengthening the local job market.
The priority audience includes professionals with technical training in Mechanics, Electrical, Electrotechnics, and Automation, as well as engineers who wish to enter or reposition themselves in the oil and gas sector.
The initial training will focus on the role of ROV pilot, with the possibility of expanding to other offshore occupations as per the demand from companies. Thus, the offshore qualification remains flexible and aligned with the real needs of the industry.
Partnership Between Oceânica and City Hall Strengthens the Local Job Market
The partnership with the company Oceânica is one of the pillars of the project. With a consolidated presence in the offshore sector, the company contributes technical knowledge, defines professional profiles, and participates directly in the training process. The City Hall of Rio das Ostras will be responsible for pre-screening candidates, in partnership with technical education institutions.
Companies define the requirements, participate in the selection stages, and conduct specific training, culminating in the hiring of professionals. This collaborative model increases the accuracy of hiring and strengthens the relationship between qualification and employability in the oil and gas sector.
Structured Selection Process Enhances Efficiency of Offshore Qualification
The program will be developed in well-defined stages. The first phase involves attracting recent graduates, requiring technical training and meeting prerequisites such as Basic Safety Course on Platform and ASO.
Next, the selected candidates enter the training program, which includes practical lessons, technical and behavioral training, periodic evaluations, and eliminatory stages. Some of the mandatory courses may be subsidized by the City Hall or participating companies, reducing barriers to access the job market.
At the end of the process, a ranking will be created with the best-evaluated candidates. Companies conduct final interviews and initiate hiring processes according to their needs in the oil and gas sector.
Public Authorities Act as a Link Between Companies and Candidates
In addition to pre-screening and organizing the selection process, the Municipal Administration will play an active role in publicizing job opportunities. Positions will be posted on the City Hall’s official channels, expanding the reach of information and ensuring transparency.
The Secretary of Public Management, Márcia Almeida, highlighted the role of the Qualification Center in the development of the municipality. “The City Hall wants to partner with companies to increase job offers and create opportunities for citizens”, she stated during the project launch on December 15.
Offshore Qualification Initiative Increases Competitiveness of the Oil and Gas Sector
According to the coordinator of Economic Development and Tourism, Mário Max, the project addresses a strategic demand from the sector. The difficulty in attracting prepared labor directly impacts the operational efficiency of offshore companies.
With the offshore qualification structure implemented in Rio das Ostras, companies can gain agility in recruitment, while professionals enhance their chances of entering the job market in the oil and gas sector.
