State Is About to Undergo a Major Revolution on Its Highways! Seven Important Roads Will Be Duplicated, Improving Traffic in 15 Municipalities, Including Fortaleza. The state of Ceará faces an important challenge in the road infrastructure sector.
With 269 state highways, known as CEs, the Ceará territory still has most of its roads in single lane, which directly impacts the mobility and safety of drivers.
Despite efforts to improve the road network, only 2.6% of the state highways are in the process of duplication, according to the State Superintendence of Public Works (SOP-CE).

Only Seven Highways Are Undergoing Duplication
Currently, seven highways are undergoing duplication, totaling a small number considering the state’s needs.
These routes cross 15 municipalities in Ceará and include three highways that originate from the capital, Fortaleza.
In most cases, the duplications occur as an extension of already existing dual-lane sections, aiming to increase connectivity between cities.
One of the most impactful duplications happens on the CE-293, located in the Metropolitan Region of Cariri.
According to SOP-CE, 27.4 kilometers between Missão Velha and BR-116, near Abaiara, are being duplicated.
This project is expected to facilitate traffic in the region and boost the local economy, which heavily relies on road mobility.
Another important road to be duplicated is the CE-060, the largest state highway in Ceará.
Linking Fortaleza to Jardim on the border with Pernambuco, this highway already has some duplicated sections.
The new intervention plans for a 25-kilometer stretch, connecting Redenção to Baturité and passing through Aracoiaba.
This expansion is expected to ensure smoother traffic flow and more safety for drivers who use the road daily.

Below is the list of highways undergoing the duplication process in Ceará:
- CE-085 (Section 1) – 26 km of duplication between Itapipoca and Trairi (work in progress).
- CE-085 (Section 2) – 13 km between Cruz and Jijoca de Jericoacoara (in project development phase).
- CE-293 (Section 1) – 27.4 km between Abaiara, Milagres, and Missão Velha (work in progress).
- CE-293 (Section 2)/CE-495 – Stretch between Barbalha and Juazeiro do Norte (work in progress, with no length disclosed).
- CE-060 – 25 km between Redenção, Baturité, and Aracoiaba (in project development phase).
- CE-010 – Stretch between Fortaleza and Eusébio (work in progress, with no length disclosed).
- CE-148 (Rua Betel) – 1.62 km in Fortaleza (work in progress).
- CE-487 – 7 km in Juazeiro do Norte (work in progress).
- CE-388 – Stretch in Crato (work in progress, with no length disclosed).
Duplicated Highways in Ceará: A Still Small Number
In Ceará, besides the state of conservation being a point of concern, most state highways still operate in single lane, with only one lane in each direction.
CE-040, which connects Fortaleza to Aracati, is one of the few entirely duplicated, with about 140 km in length.
Other state highways departing from Fortaleza have duplication only in metropolitan or urban sections.
This is the case for CE-010, CE-025, CE-060, CE-065, CE-085, and CE-090.
In the case of federal highways, the reality is similar, with BR-020, BR-116, and BR-222 being duplicated only in urban areas near the capital.
Benefits and Challenges of the Works
The duplication of state highways brings numerous benefits, such as reduction of accidents, decrease in travel time, and stimulus to the local economy.
However, the progress of the works still faces challenges.
The slow execution pace and the need for more investments are obstacles that worry drivers and infrastructure specialists.
In addition, projects in the planning phase indicate that the duplication process may take even longer to be completed.
CE-060, for instance, which will have 25 kilometers duplicated, is still in the project development phase, which may delay the start of interventions.
What to Expect from the Future?
The state government has been seeking to increase investments to accelerate the duplication of highways.
However, the expectation is that improvements will occur gradually and depend on resources available in the state budget and possible partnerships with the private sector.
For drivers, the duplication of these roads represents more safety, better traffic flow, and greater regional development.
However, the current scenario still requires planning and more agile execution so that the road infrastructure in Ceará can keep pace with the state’s growth.
With ongoing works and new projects being developed, it remains to be seen when, in fact, the duplications will come to fruition and transform the reality of Ceará’s roads.
