Mogiana Route Auction at B3 Predicts Free Flow Toll, Rate Reductions, and Billion-Dollar Investments in SP Highways for 30 Years.
The São Paulo government will hold, on February 27, at B3, the auction for the Mogiana Route, a new highway concession covering 520 kilometers of SP highways between Campinas, Ribeirão Preto, and the border with Minas Gerais.
The project expects billion-dollar investments of R$ 9.4 billion over 30 years and the implementation of a free flow toll system, an electronic system without physical toll plazas.
The proposal, according to the State, aims to modernize infrastructure, increase road safety, and improve the flow of agricultural production and regional tourism.

The new model brings together sections currently operated by Renovias and segments managed by DER-SP that currently do not charge tolls.
This way, all roads will be integrated under a single long-term contract.
Additionally, oversight will be the responsibility of Artesp.
Mogiana Route: What Changes with the Free Flow Toll on SP Highways
The main transformation of the Mogiana Route will be the replacement of traditional toll plazas with the electronic system known as Free Flow Toll.
In practice, there will be no barriers or cash collection booths.
The model, dubbed by the government as “Siga Fácil,” will operate through portals installed along the SP highways.
These devices identify vehicles using electronic tags or through automatic license plate reading.
According to the government, drivers will only pay for the distance actually traveled.
Therefore, those using shorter distances will pay proportional amounts for the journey.
The system is already planned in other recent concessions, such as Novo Litoral Paulista, Nova Raposo, and Rota Sorocabana.
Rate Reductions on the Mogiana Route Starting in 2026
For those already paying tolls on sections currently managed by Renovias, the promise is for rate reductions.
The current contract will end in July 2026, when the new concessionaire will take over with lower values.
Among the announced reductions are: Jaguariúna (-29%), Águas da Prata (-27%), Estiva Gerbi (-26%), Espírito Santo do Pinhal (-20%), Itobi (-20%), and Casa Branca (-13%), among others.
Additionally, there is an expectation of a gradual decrease in rates throughout the contract.
On the other hand, drivers who currently travel on free segments, especially those under DER-SP management, will start paying electronic tolls.
In other words, the charge will be extended to the entire granted lot.
Billion-Dollar Investments on the Mogiana Route: What Will Be Done
The Mogiana Route contract anticipates billion-dollar investments of R$ 9.4 billion spread over three decades.
The bulk of the funds will be allocated to increasing the capacity of SP highways and improving safety.
Among the major planned works are:
217 kilometers of duplications;
138 kilometers of additional lanes;
86 kilometers of new marginal roads;
Construction of 58 pedestrian overpasses;
29 new access points;
Implementation of bypasses;
Construction of bike paths;
Improvements to shoulders and enhancement of road safety.
Moreover, the package includes pavement recovery, modernization of signage, maintenance of bridges and viaducts, installation of free Wi-Fi, and implementation of fixed and mobile scales.
New bases for the Highway Police and monitoring with cameras and traffic sensors are also planned.
However, the free flow toll portals will only be installed after the execution of initial short-term investments, especially those focused on safety, is proven.
Where the SP Highways Included in the Mogiana Route Are Located
The Mogiana Route lot includes strategic sections of the following SP highways:
SP-107;
SP-215;
In SP-333;
SP-338;
SP-340;
In SP-342;
SP-344;
SP-350.
These roads form an important logistics corridor between the Metropolitan Region of Campinas, the interior of Ribeirão Preto, and southern Minas Gerais.
The region is known for its production of coffee, winter wines, and artisanal cheeses, as well as hosting tourist resorts.
Thus, the government expects that the new highway concession will strengthen both freight transport and local tourism.
Competition for the Mogiana Route Highway Concession
The auction is expected to attract major groups from the infrastructure sector.
Among the companies considering participation is Motiva, the controller of CCR.
During a conference call with analysts, the group’s president, Miguel Setas, stated that the auction is under analysis.
The company already operates Renovias, whose contract ends in April, and the new lot incorporates a substantial part of these sections.
The competition promises to be strategic, as the Mogiana Route connects relevant economic hubs and involves billion-dollar long-term investments.
Expected Impacts for Drivers and the Regional Economy
According to the government, the main objective of the Mogiana Route is to increase traffic flow and reduce travel time.
Additionally, the modernization of SP highways is expected to enhance safety levels, especially in urban areas and pedestrian crossings.
For drivers, the changes bring both rate reductions on some sections and expanded toll charges in others.
Meanwhile, the free flow toll model aims to eliminate queues and make travel more efficient.
For the regional economy, the hope is that billion-dollar investments will boost agricultural flow and attract more visitors to tourist towns.
Thus, the new highway concession could redefine mobility and development in the interior of São Paulo in the coming decades.
