Imagine an infrastructure project that promises to transform the logistics of one of the most productive regions of Brazil, generate thousands of jobs, and boost the local economy. Now, imagine this project being suspended due to environmental and social issues.
That is exactly what happened with the construction of the F.A.T.O railway (Authorized Railway for the Transportation of Olacyr de Moraes) in Mato Grosso, until a twist in the courts brought new hopes for this billion-dollar project.
The railway, budgeted at 15 billion reais, aims to connect Mato Grosso to important logistics and commercial centers, facilitating the flow of grains and other agricultural production.
Moreover, the project promised to create 162,000 jobs, representing a significant boost for the local economy. However, the construction, as reported by CPG, was halted by the Rondonópolis court, which pointed out environmental and social risks due to the railway’s proximity to urban areas.

Gasoline prices soar and the question arises: is ethanol more advantageous? The 70% rule reveals the limit with gasoline.
The ruling, issued by Judge Milene Aparecida Pereira Beltramini of the Third Civil Court of Rondonópolis, responded to a public civil action brought by the local government. The main concern was the new route of the railway, which would pass only 40 to 50 meters from the urban area, without due public consultation or assessment of environmental and social impacts.
With an estimated cost between 14 and 15 billion reais, the suspension of the project represented not only a financial obstacle for Rumo Logística but also a logistical challenge for the state. The railway was seen as a vital solution for the flow of agricultural and industrial production from Mato Grosso, one of the largest grain producers in the country. Moreover, the suspension directly affected the generation of more than 160,000 jobs during the construction phase, severely impacting the local economy.
Resumption of Works: A New Hope
However, in a surprising turn of events announced last Friday (02), the Court of Justice of Mato Grosso overturned the ruling that had suspended the construction of the railway. Judge Helena Maria Bezerra Ramos accepted an appeal from the state government, allowing Rumo Malha Norte to resume construction of the railway section in Rondonópolis.
According to the appeal presented by the state, the initial decision encroached on the merit of the technical evaluation conducted by the State Secretary of the Environment (Sema), which had granted the installation license for the new route. The judge highlighted that the environmental license already addressed the new area of influence of the project, exempting the need for a new public hearing, since the change in the route was not an expansion of the project.
Repercussions and Next Steps
Rumo Logística, through its official website, emphasized the importance of the project for the state’s infrastructure and reaffirmed its commitment to sustainability and operational safety. The company stated that it is willing to comply with all legal requirements but has not yet disclosed details on how it plans to respond to the court ruling.
The resumption of works raises questions about the future of logistics in Mato Grosso and the state’s ability to remain competitive in the national and international agribusiness landscape.
