Two Contracts for Bidding Exemption with Naval Group Total € 528 Million to Accelerate PROSUB, with Fronts at LABGENE and SNCA Álvaro Alberto Systems, with Milestones Expected Throughout 2025

The Brazilian Navy confirmed the signing of two contracts with the French Naval Group, totaling € 528 million, aimed at critical stages of the Submarine Development Program (PROSUB) and the nuclear submarine “Álvaro Alberto”. The operation was reported by the Radar column of the magazine Veja and detailed by specialized publications.

According to Poder Naval, the instruments were published in the Official Gazette of the Union (DOU) on August 28, 2025 and signed by the General Directorate of Nuclear and Technological Development of the Navy (DGDNTM) with Naval Group. One contract focuses on engineering and electromechanical assembly at LABGENE, in Aramar, and the other provides for technical consulting for the additional systems of the Álvaro Alberto submarine.

Based on the disclosed values, Contract No. 21/2025 is estimated at € 246.3 million and Contract No. 20/2025 at € 282.1 million, both with bidding exemption and durations of 72 and 54 months, counted from June 2025. In the indicative conversion used by specialists, the total amounts to approximately R$ 3.17 billion.

These stages give traction to the schedule that the Navy itself pointed out in previous communications, projecting the start of construction of the hull of the nuclear submarine throughout 2025. LABGENE is a key piece, as it validates the reactor and the safety systems on land before integration into the vessel.

Contracts of € 528 Million with Naval Group, What Will Be Done at LABGENE and Álvaro Alberto

Contract No. 21/2025 includes engineering services, procurements, and electromechanical assembly at LABGENE. In simple terms, LABGENE is the “land twin” of the propulsion system, where Brazil tests and qualifies the reactor that will later equip the submarine. Advancing the LABGENE infrastructure reduces technical risks and regulations in the integration stage.

There are two support buildings that frequently appear in public documentation: the Controlled Auxiliary Building (PAC) and the Uncontrolled Auxiliary Building (PANC). Official publications and reports indicate that the PANC houses the control room and industrial utilities of the complex, while the PAC concentrates on controlled nuclear functions and safety systems. These buildings are the backbone supporting the reactor and the safe operating routines of the laboratory.

Meanwhile, Contract No. 20/2025 covers specialized technical consulting and engineering support for the additional systems of SNCA “Álvaro Alberto”. At this stage, most of the work involves system integration, qualification, requirements management, and safety. Being an unprecedented project in the country, it is common to turn to highly specialized services to ensure reliability and standardization.

According to specialized detailing, the bidding exemption arises from technical specificities and continuity of the industrial effort initiated with the Brazil–France partnership, which includes technology transfer and lifecycle support. The publication also cites the contract durations and the expectation of milestones starting from 2025. It is essential to monitor the upcoming actions in the DOU and execution reports.

PROSUB, Partnership with France Since 2008 and the 2025 Schedule

The PROSUB originated from the Brazil–France partnership established in 2008, combining technology transfer with the construction of four conventional submarines of the Riachuelo class and the development of the nuclear submarine. The program also built the Naval Complex of Itaguaí (RJ), where the Brazilian ICN carries out the production.

In recent years, the Navy has delivered and incorporated units of the Riachuelo class, maintaining industrial flow and training qualified personnel. These advances support the transition to the SNCA “Álvaro Alberto”, whose propulsion reactor needs to be tested and qualified at LABGENE before moving on to the submarine hull.

For 2025, the Navy Agency of News indicated milestones such as preliminary section cuts and industrial preparations, stating that the start of construction of the nuclear submarine was expected in 2025. The signing of the contracts now mitigates bottlenecks and helps to maintain the technical-regulatory schedule.

Strategic Impact: Maritime Sovereignty, Blue Amazon, and Naval Technology

The nuclear submarine increases autonomy, discretion, and range in long-range patrols, decisive attributes for deterrence and for the protection of maritime routes, the pre-salt, and critical lines in the South Atlantic. This represents a technological leap that positions Brazil among a select group of countries with naval nuclear propulsion.

The program also strengthens the industrial base and knowledge transfer. Official and institutional documents record investments in Itaguaí’s infrastructure and the supplier chain, preserving competencies in engineering, materials, nuclear safety, and system integration that may radiate to other sectors.

Recent technical and scientific reports show the progress of LABGENE and reinforce that the complete cycle of the submarine is a process of multiple stages, with phase completion over the next decade, depending on budgetary and regulatory continuity. Continuing to invest is crucial to transform the milestones of 2025 into operational capacity.
