Senate Approves Symbolically Transferring Brazil’s Capital to Belém During COP30, Reinforcing the Prominence of the Amazon and the Environmental Agenda on the International Scene

In a political and symbolic gesture that promises to put the Amazon at the forefront of global attention, the Federal Senate approved, on Tuesday (7), the bill that temporarily transfers the capital of Brazil from Brasília to Belém (PA) between November 11 and 21, 2025. This period coincides with the COP30, the United Nations Climate Change Conference, which will bring together leaders from dozens of countries to discuss the planet’s environmental future.

The proposal, authored by federal deputy Duda Salabert (PDT-MG), still depends on the sanction of President Luiz Inácio Lula da Silva. If confirmed, the official acts and dispatches of the Executive, Legislative, and Judiciary during the event will be held in the capital of Pará — a measure that, in addition to its symbolic value, aims to reinforce the importance of the Amazon in Brazilian public policies and international climate negotiations.

COP30 and the Role of the Amazon

The 30th edition of the conference will be a milestone for Brazil, as the country returns to host one of the world’s most important environmental events after 12 years. The choice of Belém as the venue is not random: it is one of the main gateways to the Amazon rainforest, a region that contains more than half of the planet’s biodiversity and plays a crucial role in global climate balance.

During the event, international leaders and scientists are expected to discuss concrete measures to reduce greenhouse gas emissions, increase the use of renewable energy, and curb deforestation. The Brazilian government intends to leverage the visibility to reinforce its image as a leader in the environmental agenda and attract new investments aimed at the green economy and the Amazon bioindustry.

Reactions in the Senate

The rapporteur of the project, Senator Jader Barbalho (MDB-PA), highlighted that the initiative goes beyond celebrating COP30. “The project honors not only the great international event hosted in Brazil but also the Amazon and the city of Belém. It allows the National Congress to show the importance of the topics that will be discussed,” he stated.

Senator Zequinha Marinho (Podemos-PA) praised the gesture, saying it symbolizes a call to national responsibility in the face of the region’s challenges. “May this temporary change of the seat of the Three Powers truly represent a shift in Brazil’s perspective towards the North and the Amazonian populations,” he declared.

Senator Damares Alves (Republicanos-DF) also voted in favor and emphasized the importance of the event in strengthening the debate on conservation and sustainable development policies. “It’s time for the Senate to give a nod to COP,” she stated, recalling that she recently proposed the creation of the Amazon Commission within the House.

Divergences and Criticism

Despite the approval, the project did not have unanimous support. Senator Eduardo Girão (Novo-CE) voted against it, arguing that the change is merely symbolic and incurs unnecessary costs. “The proposal has no practical effect. It serves only as a political performance, without any effective return for the population,” he said.

In the same vein, Senator Cleitinho (Republicanos-MG) expressed opposition, stating that the country should focus efforts on concrete preservation actions instead of promoting what he called a “cosmetic change.” Nevertheless, the majority of lawmakers chose to support the transfer, viewing it as a gesture of valuing the Amazon in a moment of global visibility.

A Nod to the World and the Future

The measure has a primarily diplomatic character. Temporarily transferring the capital to Belém means acknowledging, before the international community, that the Amazon is at the heart of Brazilian policies. For the government, the symbolism of the gesture outweighs the criticism and reinforces the country’s role as a mediator between economic development and environmental preservation.

With the presidential sanction expected in the coming days, Belém is preparing to receive not only COP30 but also the world’s attention on the fate of the Earth’s largest tropical biome.
