Analysis of the Rapporteur in the Federal Chamber of PL 5829/2019 resumes the idea of ​​taxing solar energy (sun taxation)

Federal Deputy Lafayette de Andrada, Rapporteur in the Federal Chamber of the PL 5829/2019, which regulates the taxation of solar energy in Brazil, analyzed as fair and balanced the amendments proposed by organized civil society, for the new PL. This PL proposes that the consumer can generate his own energy, favoring homes and commercial buildings, but seeks to charge solar energy generated by consumers and standardize the taxation of the sun in the country.

Clarification by Hewerton Martins on the PL that taxes Brazilian solar energy

The then President of Movimento Solar Livre, Hewerton Martins, in an interview with Sagres Sinal Aberto, clarified:

“It went through several discussions in 2019 when Aneel, the National Electric Energy Agency, proposed a tax of 63%, then came the congress, and then presented an agenda for a bill, but this agenda was so balanced for consumers, in the second at the fair there was a change in the text that now makes it possible for each person to generate renewable energy on the roofs of their homes, it is very positive because it generates jobs in all municipalities in the country”.

The president also added that he is positive for the environmental and employment issues, as the sun would be a "well of energy", which would turn into credit for the consumer.

Food producers are against PL that proposes taxation of the sun

The Brazilian Association of Soy Producers (Aprosoja Brasil) expresses support for the campaign initiated by sectors of civil society against the taxation of the sun. Aprosoja Brasil has already expressed concern to the President of the Republic, Jair Bolsonaro, and the Presidents of the Chamber, Arthur Lira, and of the Senate, Rodrigo Pacheco, regarding the eventual approval of proposals of this nature and the need to stimulate micro generators in rural areas. The share of solar energy in the total energy supply currently does not reach 1%. Therefore, it is time to encourage this type of investment and not create disincentives.

The debate on the taxation of the sun produced in rural properties is highlighted in the soybean sector due to the opportunity to generate solar energy in rural areas, whether for residential consumption or for the operation of silos and equipment.
