The Federal Government announced new rules for app drivers with an increase in the minimum fare from R$ 7.50 to R$ 10, mandatory transparency in transfers, and the creation of up to 100 support points. Platforms will have 30 days to adapt to the transparency requirements.

The Federal Government announced on Tuesday (24) a package of new rules for app drivers and delivery workers that includes an increase in the minimum fare, mandatory transparency in the amounts transferred, and the creation of support points with facilities for rest and meals. Among the main changes, the minimum fare may rise from R$ 7.50 to R$ 10, and the amount per additional kilometer may increase from R$ 1.50 to R$ 2.50. The proposals were developed with representatives of the category and will take effect in the coming days.

Transport platforms will also be required to inform the total amount of each ride, how much goes to the app, and how much goes to the driver or delivery worker.This transparency requirement will be formalized by a decree from the Ministry of Justice and will come into effect in 30 days. Part of the proposals, especially those related to the remuneration of app drivers, still need to be approved by Congress.

What changes in the value of rides for app drivers

The main change announced by the government for app drivers is the increase in the minimum fare per ride. The current amount of R$ 7.50 may rise to R$ 10, an adjustment of approximately 33%. Additionally, the amount per additional kilometer traveled may increase from R$ 1.50 to R$ 2.50, which directly impacts longer rides.

The remuneration proposals still need to be sent to Congress for approval, but they are already part of the government’s plan and were developed in dialogue with representatives of app drivers.

If approved, the new payment ranges represent a significant advancement for the category, which has been advocating for better remuneration conditions in light of rising fuel, maintenance, and vehicle insurance costs.

The obligation of transparency in the values of rides

One of the most anticipated changes by app drivers is the obligation of transparency in the values of each trip. Platforms will be required to clearly inform the total fare of the ride, how much goes to the app, and how much is passed on to the driver or delivery worker. Currently, many workers in the category complain that they do not have access to this detailed information.

The rule will be formalized by a decree from the Ministry of Justice and will come into effect 30 days after publication. For app drivers, this means it will be possible to know precisely how much each ride actually yields, without the opacity that characterizes the current relationship between workers and platforms. The measure applies to both drivers and delivery workers.

The end of grouped deliveries without proportional payment

The government also proposes the end of so-called grouped deliveries, a common practice in delivery platforms where multiple orders are made on the same route without proportional payment to the worker. In practice, the delivery worker makes multiple stops and travels longer distances but gets paid as if it were a single delivery.

If the measure is approved, each delivery will have to be paid individually, which especially benefits delivery workers who operate during peak hours.

For app drivers, the change also signals that the government is willing to intervene in how platforms calculate and distribute the values of rides, a topic that generates widespread dissatisfaction in the category.

Support points with bathroom, water, and rest for app drivers

The package provides for the creation of up to 100 support points in cities with the highest demand for transport and delivery by app. These locations must offer bathrooms, water, rest areas, dining areas, and connectivity. The measure meets a long-standing demand from the category, which often finds no basic infrastructure during working hours.

For app drivers who spend hours driving without access to bathrooms or suitable places for meals, the support points represent a concrete improvement in their routine. The location of the points will be determined based on demand data and the concentration of workers in each city.

Health and safety of app drivers are included in the measures

The new rules also include measures aimed at the health and safety of app drivers and delivery workers. The government plans to monitor accidents involving workers in the category, include this group in official health surveys, and carry out prevention campaigns.

Currently, Brazil has about 818,000 app drivers, according to data from IBGE. The accelerated growth of the category in recent years has made it urgent to create specific public policies for this group, which operates without formal employment ties and, in most cases, without access to benefits such as health insurance, retirement, or protection in case of work-related accidents.

What still depends on Congress approval

Part of the proposals announced by the government for app drivers still needs to go through the National Congress. The changes related to remuneration, such as the increase of the minimum fare from R$ 7.50 to R$ 10 and the increase in the amount per kilometer, depend on legislative approval to take effect.

Other measures, such as mandatory transparency in the values of rides, already have a defined deadline and will be implemented by ministerial decree. The topic has been discussed for years and gained strength with the significant increase in the number of app drivers in the country. The expectation is that the proposals will be sent to Congress in the coming weeks.

The package of new rules for app drivers includes an increase in the minimum fare, transparency in transfers, the end of grouped deliveries, and the creation of support points. If fully approved, the measures could transform the relationship between workers and platforms in a market that already includes more than 818,000 professionals in Brazil.
