Amapá Takes A Historic Step In The Energy Sector With The Creation Of A New Oil And Gas Industrial Complex, Resulting From A Partnership Between Transpetro, Petrobras And The State Government

During The OTC Brasil 2025 Conference, held in Rio de Janeiro, a strategic agreement was formalized between Transpetro, Petrobras and the Government of Amapá for the construction of a new industrial complex aimed at the exploration of oil and gas. The announcement was made by Governor Clécio Luís (SD), who highlighted the transformative potential of the initiative for the state.

Government of Amapá Initiative: Economic Growth and Job Creation

The logistics base will be installed between Macapá and Santana, a strategic region near the Equatorial Margin, where Petrobras is already conducting surveys. The proposal is to create a robust infrastructure to support drilling and fuel transportation operations, with plans for three wells drilled in the next five months.

The installation of the new industrial complex represents a milestone for Amapá’s economic development. According to estimates from the State Government, the project could generate hundreds of direct and indirect jobs, as well as attract investments in infrastructure, professional training, and logistics services.

Transpetro will be responsible for the logistics and transportation of oil, derivatives, gas, and biofuels, acting as a fundamental link between production and national distribution. Petrobras’ subsidiary has already begun technical and environmental studies to enable the construction of the base.

Moreover, the project is expected to stimulate the growth of small and medium-sized local businesses, which will be able to provide services and inputs for the production chain. The expectation is that Amapá will become a national logistics and energy hub.

Equatorial Margin: Brazil’s New Energy Frontier

The Equatorial Margin, which encompasses maritime areas between Amapá and Rio Grande do Norte, is considered one of the most promising regions for oil and gas exploration in Brazil.

Studies by the National Petroleum Agency (ANP) indicate that the area has geological characteristics similar to those of Guyana and Suriname, where large volumes of oil have been discovered in recent years.

Petrobras has already begun drilling the first well in the region, with expectations of positive results that could consolidate Amapá as a strategic hub in the national energy chain. The company has also reinforced its commitment to sustainable practices and the development of low environmental impact technologies.

Tax Incentives from the Government of Amapá Strengthen The Environment

In addition to the agreement with Transpetro and Petrobras, the Government of Amapá announced the granting of the Repetro regime, which offers tax incentives for companies involved in oil and gas exploration.

The measure includes exemption from taxes on equipment imports and reduction of operational costs, making the state more attractive to investors.

With Repetro, Amapá aligns with international standards, strengthening its position in the oil and gas production chain and enhancing its competitiveness against other Brazilian states. The initiative is also expected to attract companies for logistics support, maintenance, and engineering.

Sustainability and Environmental Responsibility in The New Industrial Complex

The construction of the new industrial complex will be preceded by rigorous technical and environmental studies, conducted by Transpetro in partnership with regulatory agencies. The goal is to ensure that operations comply with environmental standards and promote the sustainable development of the region.

Environmental concern is central to the project, which includes actions to mitigate impacts, preserve sensitive areas, and engage in dialogue with local communities. Petrobras has also reinforced its commitment to ESG (Environmental, Social and Governance) practices at all stages of exploration.

Additionally, there is an expectation that real-time environmental monitoring technologies will be implemented, ensuring greater control over emissions, waste, and operational safety. The project also foresees the restoration of degraded areas and investment in environmental education.

Professional Training and Social Inclusion in The Oil and Gas Sector

Another relevant point of the agreement is the investment in professional training. The Government of Amapá plans to establish partnerships with technical education institutions and universities to train a skilled workforce to work in the oil and gas sector.

Social inclusion will be promoted through training and employability programs, focusing on young people and residents of the areas near the complex. The expectation is that the project will contribute to reducing inequality and strengthening the local economy.

Technical courses in areas such as mechanics, electrotechnics, occupational safety, and logistics will be offered with the support of partner companies. Additionally, there will be internship and trainee programs aimed at higher education students.

Repercussions of The Agreement Between Transpetro, Petrobras And The Government of Amapá

The OTC Brasil 2025 conference brought together major companies in the global energy sector, and the Amapá booth was one of the busiest. The repercussions of the announcement were positive, with media coverage in specialized outlets and interest from international investors.

The agreement between Transpetro, Petrobras, and the Government of Amapá was considered a strategic advance, putting the state on the global radar of the oil and gas industry.

Paths Opened For The Energy Future of Amapá

The announcement made on October 29, 2025 marks the beginning of a new era for Amapá. The partnership between Transpetro, Petrobras, and the Government of Amapá for the construction of a new industrial complex focused on the exploration of oil and gas represents a historic opportunity for the state.

With job creation, investment attraction, professional training, and respect for the environment, the project has the potential to transform the economic and social reality of the region. The Equatorial Margin consolidates as a promising energy frontier, and Amapá positions itself as a protagonist in this scenario.

The union of innovation, sustainability, and regional development is the path to a more prosperous and balanced future. The success of the project will depend on collaboration between government, companies, and civil society, ensuring that benefits are widely distributed and that growth is sustainable.
