Three major companies, both Brazilian and foreign, are competing to purchase the Presidente Getúlio Vargas Refinery (Repar) from Petrobras in Paraná: the Indian conglomerate Essar, Ultra Group, and the Chinese multinational Sinopec. The companies are closely watching the Supreme Federal Court’s plenary session regarding the judgment of a preliminary injunction requested in July by Congress to prevent Petrobras from selling its refineries, with the petition citing the refineries in Bahia (RLAM) and Paraná (Repar). The developments in the case are expected to extend until September 25.
Petrobras defends its position by stating that the sale of its refineries is supported by the imposition of the Administrative Council for Economic Defense (Cade). At the end of July, the Federal Court of Accounts (TCU) issued a favorable opinion for the continuation of the sale process of Petrobras’ refineries.

The Indian group Essar, which has exploration operations in India and fuel refining and distribution in the United Kingdom, is a candidate to purchase the refinery in Paraná, as well as Ultra Group, a Brazilian company that operates in the fuel distribution sector controlled by Ipiranga and Raízen (from Shell and Cosan), and the Chinese multinational Sinopec.
Sale of Petrobras’ Refineries
The state-owned company continues with its divestment program in Brazil. The expectation is that eight Petrobras refineries will be sold by next year, according to the agreement with Cade. Together, the units have a daily processing capacity of 1.1 million barrels of oil, about 50% of the country’s refining capacity.
Petrobras also has several assets for sale, such as oil and gas fields, gas pipelines, thermoelectric plants, and gas distributors. Additionally, the oil company has already expressed its interest in disengaging from onshore oil and shallow-water exploration and production.
