The Bid For The Santos-Guarujá Tunnel Was Officially Launched On June 27, With The Presence Of President Lula And Governor Tarcísio De Freitas. The Partnership Between The Federal Government And The State Of São Paulo Was Essential To Enable The Project, As The Costs Will Be Shared Between The Two Entities.
The Bidding Will Be Conducted Through An Auction On August 1, In Which The Winning Company Will Be Responsible For Both The Construction And The Operation Of The Tunnel For 30 Years. What Will The Santos-Guarujá Tunnel Be Like?

The Structure Of The Santos-Guarujá Tunnel Will Have A Total Length Of 1.5 Km, Connecting The Macuco Neighborhood In Santos To The Vicente De Carvalho Region In Guarujá. The Submerged Section Will Be 870 Meters Long, Passing Under The Santos Port Channel Without Interrupting Boat Traffic.
The Tunnel Will Have Three Lanes In Each Direction, Allowing The Passage Of Cars, Motorcycles, Trucks, And Buses, And Will Also Feature A Cycle Path For Pedestrians And Cyclists. One Of The Lanes Will Be Adaptable For The Future Implementation Of The Light Rail Vehicle (VLT), Further Increasing Transportation Options In The Area.
The Construction Will Be Made With Six Precast Reinforced Concrete Modules, Which Will Be Manufactured In A Dry Dock And Transported To The Installation Site. These Modules Will Be Immersed And Precisely Fitted, Ensuring The Safety And Durability Of The Structure.
Costs And Delivery Forecast
The Santos-Guarujá Tunnel Will Have A Total Cost Of R$ 5.96 Billion, With R$ 5.13 Billion Coming From Public Investments Shared Between The Federal Government And The State Of São Paulo. The Concessionaire Responsible For The Project Will Cover The Remaining Costs.
In Addition To The Initial Investment, The Public Authorities Will Pay An Annual Compensation Of R$ 270 Million To The Company That Wins The Auction. This Payment Will Be Made After The Completion Of The Project, Ensuring That The Concessionaire Has Funds To Operate And Maintain The Infrastructure.
The Expectation Is That Construction Will Start In 2025, Shortly After The Contract Is Signed. The Project Is Expected To Take About Three Years To Complete, Indicating That The Tunnel Could Be Inaugurated In 2029.
Toll Charges And Exemptions
Just Like Other Highways Granted To The Private Sector, The Crossing Of The Santos-Guarujá Tunnel Will Have Toll Charges For Vehicles. In 2024, The Fare Was Estimated At R$ 6.15 Per Crossing, But This Amount May Increase According To Inflation And The Annual Adjustments Provided For In The Concession Contract.
The Government Announced That Cyclists And Pedestrians Will Be Exempt From Charges, Making The Crossing More Accessible For Residents And Workers In The Area.
The Concessionaire Will Also Have The Opportunity To Generate Extra Revenue Through Advertising And Other Services, In Addition To The Toll Fee. The Government Estimates That, Over The 30-Year Contract, The Total Toll Revenue Will Be R$ 3.16 Billion.
Impacts And Expropriations
The Construction Of The Tunnel Will Require The Expropriation Of 776 Families, With The Majority Of Removals Occurring In Guarujá, In The Vicente De Carvalho Region. 645 Illegal Dwellings Will Need To Be Removed To Facilitate Construction.
The State Government And The City Hall Have Already Announced That They Will Conduct Projects For Urban Redevelopment And Resettlement, Ensuring That The Displaced Families Are Relocated Dignifiedly.
