The competition for the Santos-Guarujá Tunnel, one of the largest infrastructure projects planned for the state of São Paulo, has taken on new forms with the confirmation of a consortium between the Italian construction company Webuild and the Brazilian Marquise Infraestrutura. The partnership between the two companies was formalized this Wednesday (14) and focuses on participating in the auction for the Santos-Guarujá Tunnel, scheduled for August 1st, at B3 in São Paulo.
Budgeted at R$ 5.96 billion, the project will be divided between public and private investments. The federal and state governments will contribute R$ 4.96 billion, while the remaining amount will be covered by the private sector through the New PAC (Growth Acceleration Program).

According to Renan Carvalho, CEO of Marquise Infraestrutura, the project is a strategic opportunity. “Webuild has international expertise and we have experience here in Brazil. This combination increases the chances of success in the auction,” he told Agência iNFRA.
The tunnel, which will connect the cities of Santos and Guarujá, is seen as essential for logistics on the São Paulo coast, reducing crossing time, alleviating the ferry system, and promoting greater economic integration in the Baixada Santista.
Santos-Guarujá Tunnel Works Mobilize National and International Consortiums
In addition to the consortium formed by Marquise and Webuild, other groups have already expressed interest in the project. According to CNN Brasil, at least four consortia are preparing their proposals for the Santos-Guarujá Tunnel auction:
- CCC/Mota-Engil;
- Acciona (Spain), responsible for the São Paulo Metro’s Line 6-Orange;
- OEC (Odebrecht Engenharia e Construção), which may form an alliance with EGTC (formerly Queiroz Galvão);
- An undisclosed group that may include Asian companies.
The scenario points to intense competition, featuring major players in the global construction industry, attracted by the visibility of the project and the new phase of the Federal Partnerships Investment Program (PPI).
Government Seeks Foreign Investors to Accelerate Tunnel Works
Last month, the Minister of Ports and Airports, Silvio Costa Filho, went on an international mission promoting the project. Accompanied by the governor of São Paulo, Tarcisio de Freitas, the minister traveled through European countries in search of investors for the Santos-Guarujá Tunnel
During a visit to China, in the delegation of President Luiz Inácio Lula da Silva, Silvio Costa Filho confirmed that Chinese companies have also shown interest in participating in the auction. “In the next 30 days, a group of Chinese companies will come to Brazil to join the formation of consortia,” the minister stated in a press conference.
This strategy is part of a broader movement to position the tunnel as a globally relevant project, capable of attracting foreign capital and international technical expertise to the country.
Santos-Guarujá Tunnel Auction Will Be a Milestone for National Infrastructure

Tecon Santos 10 Auction Also Moves the Logistics Sector
In addition to the tunnel, another significant competition for the port sector will be the auction of the Tecon Santos 10 mega-container terminal, scheduled for December. The process is still surrounded by uncertainties about who will be allowed to participate, especially companies already operating at the Port of Santos.
The ANTAQ (National Agency for Waterway Transport) will be responsible for the competitive analysis and will determine the rules to ensure the integrity of the process. The executive secretary of the Ministry of Ports, Mariana Pescatori, stated that the ministry will await the official positioning of the regulatory agency before making any decisions.
