Is Brazil Losing Part of Its Territory? Well, This Possibility Has Been Discussed Recently After a Communication from Uruguay. The Dispute Centers on the Interpretation of the 1851 Treaty That Established the Borders Between the Two Countries. However, Uruguay Questions Certain Terms of This Agreement and Claims Areas That Currently Belong to Brazil.

Among the areas in dispute are the village of Tomás Albornoz, located in Rio Grande do Sul, and Ilha Brasileira, a small piece of land at the mouth of the Quaraí River. But what are Uruguay’s arguments? Is Brazil at real risk of losing part of its territory? Let’s understand this issue.

What Is at Stake in the Territorial Dispute?

The 1851 Treaty was created to establish a clear demarcation of the borders between Brazil and Uruguay. This agreement ensured a peaceful and lasting division, but since 1930, Uruguay began raising questions about its validity.

Now, in 2024, the neighboring country has once again contested the interpretation of some points in the treaty, arguing that environmental and geographical changes have altered the configuration of the border. These claims have brought to light a diplomatic debate that could impact Brazil’s sovereignty over certain regions.

What Are the Points of Dispute Between Brazil and Uruguay?

Uruguay claims that Ilha Brasileira should be part of its territory due to changes in the course of the Quaraí River since the 1851 Treaty. In addition to the geographical argument, the country seeks to reinforce its sovereignty over areas near the border, which could benefit its territorial and economic strategy.

Uruguay is claiming two areas that currently belong to Brazil: the village of Tomás Albornoz and Ilha Brasileira.

Tomás Albornoz is a small village located in the municipality of Santana do Livramento, in Rio Grande do Sul. Although it is under Brazilian administration, the region has unique characteristics.

Currently, about 100 people live in the village, where there is a Brazilian public school. However, other essential services, such as medical assistance and infrastructure, are provided by Uruguay. This scenario leads the neighboring country to argue that the area should be recognized as part of its territory.

Another contested area is Ilha Brasileira, a small piece of land located at the mouth of the Quaraí River. For decades, the island was inhabited by Brazilians, but since 2011, there have been no more residents on the site.

Uruguay claims that geographical changes since the 1851 Treaty have modified the river’s course and, consequently, the island’s position, which would justify its incorporation into Uruguayan territory.

What Is Brazil’s Position on the Territorial Dispute?

Brazil maintains a firm and diplomatic stance regarding the situation. According to the Itamaraty, there is no doubt that the disputed territories belong to Brazil, as the 1851 Treaty remains valid and must be respected.

The Brazilian government has avoided any escalation in the conflict and emphasizes that the issue should be resolved through dialogue. So far, there are no indications that Brazil is willing to renegotiate its borders, and the dispute is not part of the formal bilateral negotiations between the countries.

What Could Happen in the Future?

The dispute between Brazil and Uruguay could have different outcomes. If Uruguay insists on its claims, it may try to take the issue to international bodies such as the International Court of Justice. However, for such a contest to succeed, a very solid legal argument would be necessary, which has not yet been presented.

On the other hand, if diplomatic dialogue prevails, it is most likely that the countries will reach an understanding without altering the established borders. After all, Brazil and Uruguay have a peaceful and historically friendly relationship, and neither side wishes to turn this dispute into a larger impasse.
