What Is The Hydrogen Project?
On Wednesday, October 9, 2024, the National Council of Export Processing Zones (CZPE) approved one of the largest green hydrogen production projects in the world, which will be installed in the Export Processing Zone (ZPE) of Pecém, Ceará.

With an estimated investment of R$ 17.5 billion, the initiative by Brazil Fortescue Sustainable Industries Ltda. is aligned with the strategic plan to create a green hydrogen production hub in the state.
The proposal has an initial production capacity of 1.2 gigawatts (GW) per year, with plans to expand to 2.1 GW in a later phase.
Furthermore, this project aims to be a reference in the country’s energy transition, using exclusively clean energy from renewable sources, such as solar and wind.
Economic And Environmental Impact
The project promises to generate more than 9 thousand jobs, both direct and indirect, during its implementation, which is expected to begin this month of October.
Operations are scheduled to start in August 2028.
The production of green hydrogen is a promising alternative, not only due to its low carbon emissions but also as an energy source that contributes to the decarbonization of the energy matrix.
Commitment To Research And Development
One of the highlights in the project’s approval is the commitment to research, development, and innovation (R&D).
The CZPE defined that the implementation of the project must include investments in goods and services of national origin, promoting the growth of the local industry.
The percentages for R&D and local content investment will still be determined during the regulation of the Special Incentive Regime for Low Carbon Hydrogen Production (Rehidro).
The resources allocated for R&D may also be used to build the Innovation and Research Center at the Pecém Complex and to install educational institutions, such as the Instituto Tecnológico da Aeronáutica (ITA) in Fortaleza.
Other Projects Approved By The CZPE
In addition to the green hydrogen project, the CZPE also authorized other important initiatives:
- ZPE de Bacabeira (MA): Approved a project for the production of renewable aviation fuel (SAF) and other fuels, with an investment of R$ 8 billion and the generation of 2,300 jobs.
- ZPE de Cáceres (MT): A project for manufacturing teak wood boards and blocks, with investments of R$ 24 million and the generation of 140 direct jobs.
- ZPE de Parnaíba (PI): Approval of an industry for manufacturing starches and vegetable starches, with an investment of R$ 40 million, generating about 540 jobs.

Export Processing Zones (ZPE) are areas created to promote an export culture and reduce regional imbalances.
Companies located in these zones have access to a differentiated tax and foreign exchange treatment, aimed at increasing the competitiveness of Brazilian products in the international market.

Acredito que haverá “comissões” para alguém e só nordeste do Brasil, mas o Brasil tem condições de ser a maior potência econômica mundial, porém, o maior entrave é que não temos uma indústria bélica para persuadir “alguns países” que querem tomar parte da Amazônia, entre outros.
Já temos o etanol com toda infraestrutura montada. Só precisamos de maior produção e melhores preços… Temos um grande território para plantio de cana ou milho, precisamos de maior número de usinas de álcool. Não temos estrutura para uso do hidrogênio e os automóveis serão muito caros…
Acredito sim, mas que isso tenho fé em Deus, pois á mesa está posta temos á faca 🔪 e queijo 🧀 nas mãos, precisamos triplicar nosso PIB.
