The advancement of solar energy in the housing policy has gained new momentum in the National Congress.
The Urban Development Committee of the Chamber of Deputies approved a bill that encourages the use of clean and renewable energy sources in housing under the Minha Casa, Minha Vida program.
The proposal reinforces the integration between social housing and sustainability, in addition to pointing out relevant changes in the legislation governing the sector.

Committee Advocates Preferential Use of Clean Energy in Housing
Bill 944/24 received a favorable opinion in the committee, along with an important amendment. The rapporteur, Deputy Toninho Wandscheer (PP-PR), recommended that the adoption of renewable sources, such as solar energy, be preferential, rather than mandatory. According to him, the proposal strengthens the public housing policy.
“The project aligns housing policy with the principles of sustainable development,” he stated.
With this, the text aims to stimulate the incorporation of more modern energy solutions without compromising the viability of the projects. Furthermore, the measure signals to the construction market a clear trend of transformation.
Change in Minha Casa, Minha Vida Law Expands Requirements
The proposal amends Law 11,977/09, which regulates Minha Casa, Minha Vida. Currently, the legislation already establishes technical and urban criteria for the projects of the National Urban Housing Program. Among them are the location of the land in suitable urban areas and adherence to the municipal master plan, when it exists.
In addition, projects must present environmental suitability and provide basic infrastructure. This includes access roads, public lighting, sewage systems, stormwater drainage, and ensuring residential connections for water and electricity.
There is also a requirement for local administrations to commit to essential services, such as education, health, leisure, and public transport.
With the new proposal, solar energy and other renewable sources become part of this set of guidelines, reinforcing the concept of sustainable housing.
Proposal Aligns with Federal Public Policies
The author of the proposal, Deputy Delegado Bruno Lima (PP-SP), highlighted that the initiative aligns with the strategy adopted by the federal government in the environmental area. For him, the focus is on the rational use of resources and the reduction of long-term impacts.
“The proposal follows the government’s public policies, seeking to prioritize the use of clean energy in projects developed or funded by the government,” said the author of the proposal.
In this context, solar energy emerges as a viable alternative, especially in affordable housing, where reducing electricity costs can have a direct impact on family budgets.
Processing Advances Conclusively in the Chamber
The project is being processed conclusively, which accelerates its analysis. The next stage includes examination by the Committees on Environment and Sustainable Development, Finance and Taxation, and Constitution, Justice, and Citizenship.
If it receives favorable opinions in all of them, the text will proceed to a vote in the Federal Senate.
Meanwhile, the debate on solar energy in Minha Casa, Minha Vida is expected to gain momentum, especially among public managers, construction companies, and experts in sustainable urban development.
