Italian City of Varese Launches Program That Offers Cash Vouchers to Attract New Residents with Local Job Contract, Combining Quality of Life, Parks, and Proximity to Milan and Switzerland in an Industrialized Region.

The Italian city of Varese, in northern Italy, is offering a financial incentive for those willing to move there and take a job in the area.

Through the program “Vieni a Vivere a Varese” (“Come Live in Varese,” in free translation), young workers can receive 2,000 euros per year, for three years, totaling up to 6,000 euros in vouchers, equivalent to about R$ 37,1 thousand at the approximate exchange rate used by local authorities.

Varese in Lombardy and the Industrial Vocation of the City

Located in the Lombardy region, about 60 kilometers from Milan and close to the Swiss border, Varese is known as the “Garden City” because of its parks and green areas.

In addition to the landscape, the municipality stands out for a consolidated industrial park, with the presence of companies from the aerospace, textile, and metallurgical sectors, which helps explain the demand for skilled labor.

Chamber of Commerce of Varese and the Design of the Program

The project was launched by the Chamber of Commerce of Varese with the aim of attracting and retaining active-age professionals.

The initiative is part of a broader effort to address the shortage of skilled workers, reduce the gap between available vacancies and candidates, and, at the same time, strengthen the economic competitiveness of the province.

The program is structured for the three-year period from 2025 to 2027, with resources reserved specifically for this timeframe.

How Vouchers for New Residents Work

Instead of transferring money directly to the beneficiary’s account, Varese adopted the voucher model.

The support is 2,000 euros per year for each approved worker, for up to three consecutive years, totaling 6,000 euros per person.

These amounts can be used for the purchase of essential goods and services, such as food, utility bills, health expenses, clothing, furniture, and school fees, always through a digital platform integrated with the program.

Who Can Participate in the Incentive in Varese

The target audience is well defined.

The program is aimed at young people aged 18 to 40 who secure a new job contract with companies based in the province and registered with the Chamber of Commerce of Varese.

The contract can be indefinite, for a determined period of at least 12 months, or on a training scheme, provided that it is new and signed with a local company.

Requirement to Move Residence to the Province

One of the central requirements is the effective change of residence.

To be eligible for the vouchers, the worker must transfer their residence registration to a municipality in the province of Varese within 90 days from the start of the job contract.

The idea is to prevent the incentive from being used only by those who already live in the region and to ensure that the benefit is genuinely associated with the arrival of new residents.

Online Applications Through the ReStart System

The application process is conducted exclusively online, through the ReStart platform, used by the Chamber of Commerce to manage different types of economic incentives.

Applications for “Vieni a Vivere a Varese” must be submitted between September 15 and December 15, within the period stipulated in the announcement.

After registration, requests are analyzed to verify whether the candidate meets the criteria for age, type of contract, employing company, and change of residence.

Rules for Using and Disclosing the Benefit

Once approved, the worker gains access to the annual voucher, which is granted as long as the conditions required by the program are met, limited to a period of three years.

The benefit is personal, non-transferable, and must be used in certified establishments and services, adhering to the rules of the regulation.

In parallel, the Chamber of Commerce and local partners promote the program to companies and workers, seeking to expand the project’s reach and fill open positions in the region.

Quality of Life and Image of the Italian City

The financial incentive is just one of the fronts of Varese’s strategy.

Local authorities are also working to strengthen the province’s image as an attractive place to live and work, combining quality of life and professional opportunities.

The proximity to Milan and Switzerland is presented as a differential, as well as the quieter environment of a mid-sized city, with access to lakes, green areas, and urban services deemed satisfactory by local development agencies.

Expected Economic and Demographic Effects

At the same time, the program seeks to stimulate a virtuous cycle in the local economy.

By directing the vouchers towards essential goods and services, the project aims to benefit not just the new residents, but also the commerce and service providers in the province, who will have guaranteed additional consumption for three years for each beneficiary worker.

This logic is pointed out by authorities as a way to support the labor market and the network of small and medium enterprises in the region.

Varese, which has just over 80,000 inhabitants, faces demographic challenges similar to those of other areas in Italy, such as an aging population and the outflow of young people to larger centers or abroad.

By offering a structured financial incentive, combined with formal job contracts and a specific communication campaign, the city tries to position itself as an alternative for those seeking a professional experience in Europe without sacrificing a less accelerated routine than that of major metropolitan areas.

In a scenario where different European cities compete for talent with measures to attract residents, the “Vieni a Vivere a Varese” program raises a practical question for those dreaming of living abroad: would a package that combines formal employment, annual assistance, and quality of life be enough to make you change countries and start a new phase in Varese?
