Driven by a new agreement between Brazil and China, the megaprojects at the Port of Ilhéus in Bahia are moving from paper to reality, creating one of the most important export corridors in South America, promising to connect agribusiness and mining in the heart of Brazil directly to Asia.
What was once a historic port, marked by the cocoa cycle, is transforming into a world-class intermodal logistics complex. The combination of the new Porto Sul with the West-East Integration Railway (FIOL) and Chinese interest in a bi-oceanic route is not just an infrastructure project; it is a strategic bet that can reduce costs, generate thousands of jobs, and strengthen Brazil’s position in global trade.
The Renaissance of a Historic Port
The Port of Ilhéus, which for decades was Brazil’s main cocoa exporter, has gone through a period of decline due to crop crisis. However, recent investments from the Port Authority of the State of Bahia (CODEBA) and the diversification of cargoes, such as soy and nickel ore, have set the stage for a revitalization that is now gaining monumental scale.

Porto Sul and FIOL: The Game-Changing Duo
The major transformation in the region is based on two integrated projects that are finally moving forward:
Complexo Porto Sul: An investment of R$ 5.6 billion for the construction of a new deep-water port in Aritaguá, Ilhéus. The complex will have a private use terminal (TUP), operated by Bahia Mineração (BAMIN) to export iron ore, and a Logistics Support Zone (ZAL) controlled by the government of Bahia.
West-East Integration Railway (FIOL): Stretching 1,527 km, FIOL is the backbone of the project, connecting the mining hub of Caetité and the agribusiness of western Bahia directly to Porto Sul.
The Connection with China and the Bi-Oceanic Railway
The catalyst that accelerated the plans was the signing, in July 2025, of a memorandum of understanding between Brazil and China to study the feasibility of a Bi-Oceanic Railway. The idea is to extend FIOL, creating a route that crosses the continent and connects Ilhéus, on the Atlantic, to the Port of Chancay, in Peru (built with Chinese capital), on the Pacific.
- Strategic Impact: This route would reduce the transport time of Brazilian commodities to Asia by about 10 days, avoiding the need to go through the Panama Canal and decreasing dependence on the dollar in trade transactions.
Billion-Dollar Investments and Their Impact on Bahia
The megaprojects at the Port of Ilhéus in Bahia represent an unprecedented capital injection in the region. BAMIN has already secured R$ 4.5 billion from the Merchant Marine Fund for its terminal, and the federal government announced an additional R$ 1.5 billion for Bahia’s ports.
For Bahia and Brazil, the benefits are clear:
