The Commission on Constitution and Justice and Citizenship of the Chamber approved a project that requires concession notices for highways to include security cameras, with real-time or recorded images, amending the Concessions Law and impacting future road infrastructure contracts.
The Commission on Constitution and Justice and Citizenship of the Chamber of Deputies approved a bill that makes it mandatory to include in the concession notices for highways the installation of security cameras at strategic points along the granted sections.
The proposal stipulates that the images generated by the monitoring system can be accessed both in real time and by means of recordings, expanding the surveillance and control instruments provided for in highway concession contracts.

Proceedings and Authorship of the Projects Reviewed by the CCJ of the Chamber
The Bill 5717/16, authored by the late Deputy Rômulo Gouveia, was approved, along with the appended project PL 8988/17, with changes previously made by thematic committees of the House.
The modifications incorporated into the text went through the then Commission on Labor, Administration, and Public Service and the Commission on Roads and Transport, before the final analysis by the CCJ.
The rapporteur of the matter in the Commission on Constitution and Justice was Deputy Toninho Wandscheer, from the PP of Paraná, responsible for presenting a favorable opinion on the constitutionality and legality of the proposal.
Technical Rules Provided for Toll Booths in Concessions
The approved text also establishes specific requirements for toll booths, which must have devices linked to public security agencies or the company responsible for monitoring the road.
In addition, the booths will need to have video monitoring equipment and integration with the National Automatic Vehicle Identification System, Siniav, enhancing tracking and operational security.
Since it is being processed in a conclusive manner, the project will move on to analysis by the Senate, unless a request for voting in Plenary is made, and to become law it will still need approval from deputies and senators, according to the Chamber Agency of News.
