High Rejection Rates at Detran in 2025 Sound National Alert

The rejection rate in practical driving tests at Detran has risen in the country and raised a warning signal among federal authorities. According to data obtained via the Access to Information Law by R7 Planalto, the rate, which was less than 2% in 2019, reached 5.60% in category A (motorcycles) and 6.80% in category B (cars) in 2025.

The Ministry of Transport confirmed the upward trend and reported that the increase had been perceived since November 2024. The ministry has initiated an investigation to understand the causes of the increase in rejections and emphasized that there has been no national change in evaluation rules until the publication of a new resolution in 2025.

According to the ministry, the execution of practical tests is the responsibility of the state Detrans, which may explain regional differences in performance. Variations in operational and administrative factors are under consideration in the ongoing technical analysis.

As the investigation progresses, a ranking from R7 Planalto shows significant contrasts between states, with Rio de Janeiro at the top of the highest rejection rates and Roraima among the best performers. The snapshot reinforces the need for standardization and transparency in the criteria.

What National Rejection Data Shows at Detran in 2025

According to R7 Planalto, the percentage of rejections in practical tests rose from a level of less than 2% to 5.60% in motorcycles and 6.80% in cars during the 2025 cycle. This evolution breaks a previous stability and indicates a scenario of increased rigor or operational failures to be investigated.

The Ministry of Transport stated that the upward movement had been observed since November 2024, which helps contextualize the change in level. The official interpretation is that the phenomenon affects both categories, A and B, consistently.

According to the government, until the publication of Resolution Contran No. 1,020/2025, there was no national regulatory change that altered evaluation criteria or approval guidelines. This information, according to the ministry, reinforces the hypothesis of local procedures influencing the Detrans.

Ministry of Transport Investigates Causes and Focuses on Standardization

In a statement, the Ministry of Transport emphasized that the application of exams is the responsibility of the Detrans and that fluctuations in rates may result from operational and administrative factors at the state level. A detailed analysis is underway, according to the ministry.

Senatran stated that it will begin a more in-depth technical evaluation, monitoring the implementation of national guidelines and conducting technical visits to the Detrans. The publication of the Brazilian Manual of Vehicle Driving Tests aims to promote standardization, transparency, and uniformity in the criteria.

Ranking of States with Highest and Lowest Rejection Rates

R7 Planalto revealed that Rio de Janeiro leads the rejections in the practical exam. In category B, the state recorded 46.67% of rejections, while in category A the rate was 33.61%. The numbers place RJ at the top of the list of greatest difficulties in obtaining a CNH.

Next is Mato Grosso, with 39.73% rejection in category B and 26.68% in category A. Also among the states with the worst rates are Tocantins, Piauí, and Espírito Santo, according to the survey.

On the other end, the best performances are in Roraima, with 2.28% in category B and 1.89% in category A. Goiás shows 1.5% (B) and 1.13% (A), and Amapá has 3.05% (B) and 2.29% (A). These results are far below the national peak in 2025.

The state differences reinforce the interpretation that the problem is not homogeneous. The standardization promised by the authorities may reduce disparities and bring legal security for candidates and examiners.

According to R7 Planalto, the data was officially obtained via LAI, which adds robustness to the diagnosis and favors comparisons between periods and regions.

The Ministry of Transport and Senatran indicate that the focus now is to check internal processes, logistics for application, distribution of boards, training of examiners, and infrastructure of the tracks. The variations, according to the ministry, may be related to state management.

In addition to the Brazilian Manual of Vehicle Driving Tests, Senatran linked the topic to the agenda of the CNH of Brazil program, with monitoring through technical visits and alignment with the new guidelines. The official expectation is to raise the quality of licensing and enhance road safety.
