A New Bill Could Revolutionize The Process Of Obtaining A Driver’s License, Bringing Significant Changes To Traffic Rules. The Proposal Aims To Modify Driving Lessons, Requiring Them To Be Conducted In Automatic And Electric Vehicles. If Approved, This Measure Promises To Modernize The Training Of New Drivers, Aligning It With The Most Sustainable And Practical Technologies In The Market.

A new bill proposes significant changes to the process of obtaining the National Driver’s License (CNH). The proposal includes the possibility of using automatic and electric vehicles in practical driving lessons, bringing more modernity and accessibility to the training of new drivers. In addition, the project foresees the introduction of a mandatory traffic education course, emphasizing the importance of safety and awareness behind the wheel. These changes aim to adapt the licensing process to the technological innovations in the automotive sector and promote driver education more aligned with current needs.

Understand The Details Revealed So Far About The New Bill For Driving Lessons

Currently under consideration in the Federal Senate, the bill is authored by Senator Teresa Leitão (PT-PE). In the first instance, Teresa justifies that electric and automatic vehicles can be used in practical lessons from a market perspective, considering that the majority of new cars offered today in Brazil are automatic, and electric vehicles are included in this category.

Thus, with the new law for obtaining a driver’s license, candidates who have more contact with automatic cars could already learn in a similar vehicle. According to the author to Agência Senado, there is currently no possibility of using them for learning purposes, as there has been no regulation from the highest traffic executive body up to this moment.

In other points of the bill regarding driving lessons, the author proposes the creation of a mandatory traffic education course for obtaining the CNH. For her, traffic education should be a public safety policy that should be effective in protecting the physical integrity of Brazilian citizens and an efficient public policy for training citizens in exercising their citizenship.

Understand What The Course Of The New Law For Obtaining The CNH Will Be Like

With the new law for obtaining the CNH, the course in question should cover, among other topics, traffic legislation, defensive driving, basic first aid instructions, notions of citizenship, and concepts of environmental protection related to traffic. Teresa Leitão justifies the bill with the increase in traffic accidents.

According to the text, currently, there is no possibility of using electric and automatic vehicles for learning purposes in driving lessons, since there has been no regulation from the highest traffic executive body up to this moment.

The production of vehicles with automatic transmission currently represents more than 70% of the national volume, according to the senator, emphasizing the need for lessons with automatic vehicles considering the authorization of this type of transmission in recent years.

In several countries around the world, traffic agencies differentiate between vehicles with manual and automatic transmissions when granting driver licenses. In the United Kingdom, Japan, and Germany, for example, there are driving lessons and specific licenses for those who pass the tests in an automatic car. Passing the test with a manual car gives the driver the advantage of being able to drive vehicles with both types of transmission.

Another Bill For Driving Lessons

In addition to the senator, a new bill presented by Senator Eduardo Gomes (MDB-TO) allows drivers to only operate automatic cars. Furthermore, the new law for obtaining the CNH prohibits drivers licensed in this category from driving manual transmission vehicles.

In summary, the new bill would change the Traffic Code, thus, those wishing to obtain a CNH for an automatic car would have the right to choose to take the driving test in a vehicle with automatic transmission, always in accordance with the National Traffic Council.
