Understand how the new law transforms the breeding of pitbulls in Teutônia and brings heavy fines for those who break the rules.

The City Council of Teutônia, Rio Grande do Sul, approved last Tuesday, September 19, 2024, a new law that regulates the breeding and circulation of pitbulls in the municipality. The initiative, led by councilwoman Neide Jaqueline Schwarz, aims to promote public safety and prevent incidents involving the breed, known for its strength and potentially aggressive temperament.

What changes with the new law?

With unanimous approval, the law establishes strict measures to deal with with the breeding and circulation of pitbulls. The main guidelines include:

Prohibition of creation and commercialization: It will no longer be permitted to breed or sell dogs of this breed in Teutônia.

Population control: Existing dogs must be sterilized, a measure to prevent uncontrolled reproduction.

Safety in public places: All pitbulls must wear a muzzle and leash when walking on streets, parks and other public spaces, according to the new law. In addition, only people over 18 years of age will be allowed to walk them.

These changes are intended both to protect residents and to ensure that animals are kept under control.

Owners' Responsibility

the new law also reinforces responsibility of pitbull owners, providing for penalties in cases of aggression. The main measures include:

Fines of up to R$5: For attacks on people or other animals, with double the value in case of reoccurrence.

Seizure of the animal: Dogs involved in aggression may be taken away from their owners.

Damage repair: Owners will be forced to bear all losses caused by their animals.

These penalties are designed to increase owners' commitment to the safety of their dogs and the community.

Implementation and supervision

The bill will now be assessed by the Executive Branch of Teutônia, which will decide on its implementation. If approved, the municipal administration will be responsible for monitoring compliance with the law. To ensure its effectiveness, a joint effort between authorities and the population will be necessary.

With this new law, Teutônia takes an important step towards reconciling public safety and animal welfare, reinforcing responsible coexistence with pitbulls.
