Resolution No. 64/2025 Changes FIES Rules: Debts Can Be Renegotiated Within 180 Months, With 100% Forgiveness on Interest and Fines.

In July 2025, the federal government published Resolution No. 64/2025, which significantly alters the rules for renegotiating the Student Financing Fund (FIES). The measure was announced by the Ministry of Education in partnership with the National Fund for Educational Development (FNDE) and has the potential to reach thousands of students who have accumulated debts with the program.

Under the new rules, renegotiation can be conducted between November 1, 2025, and December 31, 2026. The timeframe is considered ample and gives debtors over a year to join the program and regularize their situation.

What Changes with Resolution No. 64/2025

The main novelty is the installment plan for up to 180 months, or 15 years, which dilutes the value of the installments and facilitates payment. Additionally, contracts can be renegotiated with full forgiveness of late payment charges, which means 100% discount on interest and fines accumulated due to non-payment.

In practice, the student will only pay the principal amount of the debt, without the additions that, in many cases, made the debts unpayable over the years.

Who Can Join the New FIES Rules

According to the Ministry of Education, renegotiation will be valid for contracts signed from 2018 onwards. Students with financing prior to this date may seek differentiated conditions through Desenrola FIES, which remains in effect for older contracts.

The government’s expectation is that the measure will reach hundreds of thousands of debtors who are currently in arrears, reducing default rates and allowing the program to return to being a sustainable instrument for student financing.

Impact on Indebted Students

FIES has already benefited more than 2.5 million Brazilians, but in recent years it has become synonymous with difficulty for those who could not pay off their amounts after graduation.

Many students found themselves trapped in unpayable debts, with interest and fines that doubled or tripled the original balance.

With Resolution No. 64/2025, the scenario changes. The possibility of total forgiveness of charges and the extended period of 15 years represent immediate relief for thousands of families. Moreover, the government hopes that the measure reduces lawsuits related to the program, as many former students resorted to the courts in an attempt to reverse what they considered abusive charges.

The Weight on Public Finances and the Credit Market

Although it is a victory for students, the measure also impacts public finances. Preliminary estimates indicate that the government could forego billions of reais in unpaid interest and fines.

On the other hand, technicians from the Ministry of Education and the Ministry of Finance argue that it is better to recover part of the debt in the long term than to keep contracts stagnant, with no prospect of collection.

In the credit market, analysts believe that the measure may serve as a positive signal, reducing the level of default and restoring confidence in student financing policies.

What Experts Are Saying

Jurists and economists see Resolution No. 64/2025 as a turning point. For student organizations, such as the National Union of Students (UNE), the decision represents a historic victory and a real opportunity for settlement for young people who have been penalized by a system deemed rigid and poorly adapted to the labor market reality.

Critics, however, point out that the measure could create a dangerous moral hazard, encouraging new debtors to expect future forgiveness.

The solution, they argue, should be accompanied by structural reforms in the FIES model to avoid the repetition of crises.

Resolution No. 64/2025 marks the beginning of a new phase for FIES in Brazil. By allowing installments over up to 15 years and 100% forgiveness on interest and fines, the government offers not just a renegotiation, but a second chance to thousands of indebted students.

For some, it is the correction of an injustice that has been crushing young workers and their families. For others, it is a fiscal risk that needs to be accompanied by responsibility.

In any case, the decision has already entered history as one of the most significant changes to the program since its inception. And it leaves a question looming: Has Brazil finally found a way to balance access to education and financial sustainability, or are we merely postponing the problem for the next generation?
