State Company Awaits Environmental Authorization for One Month to Drill Well in the Amazon Mouth, Strategic Region for Reservoir Replacement
The Petrobras incurs daily expenses exceeding R$ 4 million with the ODN II rig, which has been idle since June off the coast of Pará, awaiting Ibama’s release to operate at the Morpho well, located in block FZA-M-59, in the Amazon Mouth Basin. The state company considers the delay excessive and fears impact on the Equatorial Margin schedule.
According to a report published by Broadcast, Petrobras expected to obtain the Pre-Operational Authorization (APO) in July. However, Ibama scheduled a new meeting with the company only for August 12. In the meantime, the drillship remains anchored off Belém, ready to operate, but without drilling permission.
Equatorial Margin is Considered Strategic for the Future of Oil in Brazil
The Brazilian Equatorial Margin is regarded as the last great oil frontier of the country. Petrobras expects to confirm whether the region holds potential similar to that of discoveries made in Suriname and Guyana, where over 11 billion barrels of oil equivalent have already been identified by companies such as ExxonMobil and TotalEnergies.

Drilling the Morpho well is central to this plan. Without new discoveries, Brazil could see its reserves decline as early as the next decade, with the onset of declining production from the pre-salt. The replacement of reserves is considered urgent to maintain the energy self-sufficiency achieved in 2006.
The current delay adds to a history of environmental hurdles and political disputes surrounding exploration in the region. In 2023, Petrobras had already relocated the ODN II rig to the Campos Basin after months of inactivity, without progress on licenses.
Petrobras Criticizes Delay and Emphasizes Compliance with Environmental Protocols
In a recent statement, Petrobras reiterated its commitment to environmental standards and stated that all procedures requested by Ibama have been fulfilled. The state company also highlighted that the authorization for cleaning the rig’s hull — issued in May this year — was an indicator that the final license could be granted in July.
Meanwhile, the operational cost of the vessel, which remains under contract, amounts to more than R$ 120 million per month. The company states that the halt without a clear technical justification compromises the project’s efficiency and represents a waste of public resources, as Petrobras is a mixed-capital company, and part of the invested value comes from the National Treasury.
Ibama, for its part, has not commented on the new deadline for issuing the APO, but government sources indicate that the decision should be made by the end of August, provided there is no new request for additional information.
The Impasse Raises Discussions on Licensing and Energy Sovereignty
The delay in issuing environmental licenses raises questions in the energy sector and also in Congress. Supporters of exploration advocate for more agility and clarity in the criteria, while environmental organizations demand robust guarantees of protection for the ecosystems of the Amazon Mouth.
In addition to being an economic issue, the exploration of the Equatorial Margin carries geopolitical weight. Brazil could lose its prominence to neighboring countries if it continues to lag in promising areas already explored by multinationals in South American territory.

O nosso Presidente não tem competência sobre o IBAMA. Se tivesse já teria autorizado a pesquisa no bloco no qual a Petrobras pretende fazer a pesquisa, vale ressaltar que caso a prospecção seja positiva são milhares de empregos envolvidos mais logísticas e royalttes para o Amazonas que beneficiariam muito na qualidade de vida das pessoas mais hospitais rodovias e transporte. Esse gasto diário não é só da Petrobras mas sim de todo povo Brasileiro.
