The bid lot is included in the SP for All Works, presented by the government as the largest road program in the state’s history.
In aggregate numbers, the plan foresees R$ 30 billion in works and concessions distributed over 22.3 thousand km of interventions, with more than 1.5 thousand work fronts throughout the São Paulo territory.
The official projection is for 252 thousand direct and indirect jobs over the execution cycle.
In the context of the Mogiana Route, the state administration links the project to the program’s goals: modernization of strategic corridors, standardization of road safety requirements, and increasing private investment under the supervision of SPI and within the framework of PPI-SP.
The notice was prepared after social participation and aligned with the expected deliveries of SP for All Works, with emphasis on capacity expansion works, access improvements, and engineering solutions at critical points.
Works, Safety, and Environment at the Center of the Contract
The road package establishes that the interventions cover both capacity increases and pavement requalification, adjustment of junctions, and implementation of safety devices.
The guideline is to reduce severity indices of accidents and increase the reliability of travel times.
Among the measures included in public policies in the area are wildlife crossings — both underground and overhead — as a way to mitigate accidents and minimize impacts on biodiversity in sensitive sections.
Additionally, the operation must observe parameters of level of service to users, offering mechanical and medical assistance, operational bases scaled for demand, and monitoring via cameras.
The contract, according to the government, is anchored in auditable performance indicators, which guide both remuneration and the application of penalties.

The consultation and public hearing stage resulted in 284 contributions submitted by citizens, organizations, and companies.
These contributions were analyzed and, when relevant, integrated into the final modeling of the project.
The government reports that documents, drafts, and appendices can be consulted on the institutional channels of SPI and PPI-SP, where future procedural updates will also be made available.
With the bidding open, the schedule proceeds with the submission of proposals by interested parties, the legal and technical qualification, and the bidding according to the rules of the notice.

The signing of the contract and the start of the works depend on the competitive process and the subsequent stages of approval.
