The main objectives of CPOP include:
- Increase the presence of public school students in universities: often, lack of preparation is one of the main challenges for entering higher education.
- Offer financial support to students: the R$200 monthly grant will serve as an incentive for students to focus on their studies without financial worries.
- Strengthen popular courses: ensure that community prep schools have sufficient resources to operate efficiently and serve a greater number of students.
- Provide training to educators: teachers and managers of the preparatory courses will have support to improve their teaching methodologies.
Who can participate in the program?
The program's target audience is young people and adults in situations of social vulnerability, with priority given to historically marginalized groups.
The main beneficiaries include:
- Public school students, whose per capita family income is up to one minimum wage;
- Indigenous people, black, quilombolas e disabled people, who often face difficulties in accessing preparatory courses and universities.
How does the granting of the scholarship work?
The program foresees that each selected student will receive a monthly allowance of R$200, for a maximum period of nine months.
The amount can be used for expenses related to studies, such as transportation, teaching materials or even internet access for online courses.
What are the selection criteria?
The selection of students will be carried out by popular courses accredited by CPOP, following guidelines established in the notice.
The main criteria include:
- Being a public school student or have completed high school in the public school system;
- Have a per capita family income of up to one minimum wage;
- Be part of priority groups, such as black people, indigenous people, people with disabilities or quilombolas;
- Have a proven interest in preparing for entrance exams and entering higher education.
What is the investment and duration of the program?
The MEC foresees a total investment of R$74,5 million by 2027, with a progressive distribution over the years.
Em 2025 and 2026, the initial investment will be R$24,8 million, covering 108 popular courses and 4.320 students.
The expectation is that, by the end of the program, 324 preparatory courses and a large number of students throughout Brazil will benefit.
What are the benefits of the scholarship for students?
The R$200 monthly grant represents a significant advance in public education, bringing several positive impacts for students.
Among the main benefits are:
- Reduction of financial difficulties, allowing the student to focus on their studies without having to work to supplement the family income.
- Increase in the approval rate in Enem and entrance exams, as many students will have access to quality preparatory education.
- Inclusion of marginalized groups in higher education, expanding diversity in Brazilian universities.
- Learning support, with the distribution of free teaching materials to complement preparation.
How can interested parties participate?
To apply for a scholarship, students must:
- Follow the notice: registrations and requirements will be published by the MEC and accredited popular courses.
- gather documentation: you will need to present proof of income, academic records and identification documents.
- Complete the registration within the stipulated deadlines: follow the instructions of the chosen course to ensure participation.
The new MEC program represents a major step forward in the democratization of higher education in Brazil. With the provision of scholarships, teaching materials and technical support, thousands of students will have a real opportunity to enter universities and change their life paths.
