The Approval of the Temporary Measure by Congress Reorganizes the Access Policy to LPG, Expands Social Protection, and Mobilizes the Logistical Structure of the Sector from 2026
Since the approval, in 2025, of Temporary Measure No. 1,313/2025 by the National Congress, Sindigás has begun to evaluate the Gas for the People Program as a significant social advancement. Thus, the initiative expands access to cooking gas (LPG) for millions of families in vulnerable situations. Furthermore, the new program strengthens the public energy policy while reorganizing the social assistance structure related to basic energy consumption in the country.
In this context, Gas for the People was structured to replace and enhance the Brazilian Gas Aid, expanding the scope of social protection. Consequently, the resources will have specific allocation for the purchase of 13-kilogram gas cylinders, ensuring greater control and predictability. As a result, the program will serve more than 15 million families, with the potential to benefit about 50 million people, as provided in the text approved by the Legislature in 2025.
At the same time, the implementation of the program has already begun to progress in Brazilian capitals. Initially, the operation occurs through the delivery of top-up vouchers, distributed in a wide network of accredited resellers. This way, the model utilizes the existing logistical reach in the LPG sector. With the presidential sanction of the approved text, the expectation is that Gas for the People will be fully operational by March 2026, gradually reaching all Brazilian municipalities.

As a direct consequence of this institutional arrangement, LPG consolidates as a central instrument in combating energy poverty in Brazil. Thus, the program helps to reduce inequalities in access to domestic energy and reinforces structural public policies. According to Sergio Bandeira de Mello, president of Sindigás, the success of Gas for the People depends on the integration between government and the productive sector, ensuring that the benefits continuously reach the families that need them the most.
